This thread is a good example of why you should describe the effect you are modeling in plain language before you jump into the rules.

What is the effect you are after? What are its effects? What does it look like? What are its impacts on the game? Etc.

A simpler solution is use Increse END Cost for electricity powers, and Reduced END Cost for fire powers. It has no effect on REC, but it is also less book keeping.

You could instead use Limited Power (Cost END And Long Term END: suggested value -1/4) on all electricity powers. But this also becomes complicated book keeping.

Remember, you have to track END, STUN, and BODY. You rairly have to track Long Term END except for special circumstances.

Dsatow sorry about my last response. I know your trying to be helpful. I was initially just trying to have a powerful attack instead of several powers. In the game that I’m basing this on, the player can break a reinforced door on a 1-2 on a D6.  So I wondered, could I put does Body on a Normal Dice attack so if he hits a door in Hero terms, he may not bust the door but some Body would get through and weaken the door for the next blow or two. So by Raw I can’t. That’s fine, unto plan B. Traditionally Iron Hand is bought as AP and if I use the optional rule for bare hands bend steel, I might have a winner.

Wildcards is still on going, I believe the most recent one came out in 2016.
I personally think the first 7 novels were the best (with books 6 & 7 being amazing), after that I felt it went downhill quickly. I think I stopped reading by book 9 and only glanced at the rest in the book stores every now and then, so it might have started getting better again later on.

Do you think there would be supers doing tweets on their crimes? Would gun laws change because the Lead Master uses an antimaterial level pistol or Combat Drone uses a plasma rifle?  Would more people be armed? Would supers be banned from public office or would just some?  A mentalist might not be welcome in Congress.

Well according to Hero Designer 6, while not a group, it can be targeted as a single sense.  So it can be done as Images Mental Group and Danger Sense +/- 4 for 20 points.

    1) I would suggest you make two more characters than people who will play.  Its really lousy and sours the game when you are the last to choose and you are stuck with the character no one wants.
    2) Leave about 15 points unassigned to the character, then when they have chosen their characters ask them to describe the characters then use the reserve points to give them the skills or abilities.  For example, maybe someone's a judo aficionado.  Give them breakfall and Judo maneuvers.
    3) Make a simple die chart for rolling to hit.  It can be blank and let them fill in the appropriate numbers.  ie: an 11 = OCV, a 12 = OCV-1, etc.
    4) Give them no more than 1 or 2 combat levels if any at all.

Instead of an OCV bonus based on sleight of hand, how about PRE based on sleight of hand?

    10 +25 PRE attack only -1, requires a sleight of hand roll -1/2 *
    * you might add more limitations such as concentration, instant, etc.  Instant because the effect is only for the sleight of hand user.

So, it would work like this, your character would try the feint and roll the sleight of hand roll at -2.  If successful, then the character does their presence attack against the target of the feint.
If the roll fails to reach the target's PRE, the target acts as normal. If the roll matches target's PRE, even if the target has a delayed action, the target has hesitated enough so that they can only abort their next action in response following all the rules for an abort.  They must keep all levels as assigned before the feint but can abort to reassign the levels. If the roll matches target's PRE+10, the target can not abort their next action in response and lose any held action.  They must keep all levels as assigned before the feint. If the roll matches target's PRE+20, the target can not abort their next action in response and lose any held action.  They must keep all levels as assigned before the feint.  Furthermore, they are at 1/2 DCV. If the roll matches target's PRE+30, the target can not abort their next action in response and lose any held action.  They must keep all levels as assigned before the feint.  Furthermore, they are at 0 DCV.

I'm not quite sure what to address so I'll address it from the points I think you are making.  If not, clarify I'll try and answer again.

Some gamers like the detail, it just depends on your group.  For instance, there are gun geeks who want to simulate gunfu campaigns.  They can get perturbed when you allow the wrong caliber in the wrong gun with no consequences.  For example, a .45 ACP and a .45 Super round might be the same size and thus fit into the same gun, but the power of the rounds are significantly different.  Another issue are bullets that are rated the same caliber and type (pistol) but can not be shot in the same gun.  However, if you aren't that into guns, you wouldn't care if you use one .45 round from one pistol into another.  It just depends on your group.  If you were doing a "Young doctors in love" campaign for a group of med students, you might want to have them use paramedics for stabilizing a patient for each action (defibrillate, stop bleeding, compensate for shock, get blood pressure up, stabilize heart rate, etc.) and other skills for other parts (sorry, not a doctor, just watch the shows).

What I do (and I've seen other do) is a little bit different.  Its similar to fudging a roll for the game without having to secretly roll and fudge it.  Its basically allows how successfully they make the skill roll determine how well they complete the action without actually determining all the penalties.  The player then knows relative to their own skill how well they did and it is reflected back in the answer I give without actually saying, you need to roll at -8.

To come clean, I've worked in the computer security business (which is a large branch of computer programming).  I've found that 9 times out of 10, people not in the computer security business don't want to hear all the security safeguards that can be put into place to protect an system with a link to the outside.  What they want to see is what they see in movies, comics, and television.  They just want to find the website for the police department, make a roll and voila, they are in or they are not.

The way I do it to prevent my friends from glazing their eyes over is just to ask them to make a roll and tell me how much they make it by.  I then adjudicate how difficult it is compared by how much they made the roll by and describe them hacking the system without going into the details of hacking the system.  If they say "make it by 3", I'll tell them it will take a while but they think they can do it but its not going to be quick.  If they roll a 3, I generally tell them you quickly scan the system and find a security vulnerability and have broken in immediately.  If they fail, I'll tell them the feel they can't do it.

dsatow reacted to Hugh Neilson in Inherent Discussion: How do you interpret it?
My question is more around the relative costs.  If Inherent (which defends 100% against all adjustment powers) is only worth +1/4, if that, then it seems like Difficult to Dispel (which only impacts Suppress and Dispel) is overpriced at +1/4.  We could also question the cost of Difficult to Dispel as compared to limited Damage Reduction.

The value of both Inherent and Difficult to Dispel depends on the frequency of adjustment powers (so does Power Defense, for that matter).  Difficult to Dispel was folded into the system from Fantasy Hero, where Dispel and Suppress Magic are pretty common, relative to similar powers in other genres.  They're probably also worth more in that Mutant campaign above  where suppression and drain of mutant powers is common.  But we set "one size fits all" costs, which we have to if there is to be a rulebook at all, which requires setting some baseline assumptions, and mispricing in some situations.

That's the crux of the view that Inherent at +1/4 is OK or even overpriced - it just does not come up all that often.  If Power Suppressors were common, with pretty much every game session having them appear, Inherent (and Power Defense, and maybe Difficult to Dispel) would seem like much better deals, and perhaps even too cheap.

Water Breathing is a lot less useful if we are in a Desert campaign than a Sailing campaign, and imperative if we are playing in Atlantis.  "Summon Specific Person" is not, in my view, an advantage at all if you Summon a generic guard (who shows up with all the wounds inflicted on him last time, instead of getting a new, hale and hearty, guard each time), but is much more useful with the right "Specific Person".

For that matter, try rebuilding Mental Blast from Blast - it (and other mental powers) get a bunch of freebies tossed in.  Blast, AVAD (+1), Uses OMCV vs DMCV (+1/4), IPE (Invisible to 1 sense group, +1/2), Line of Sight range (+1/2) suggests 1d6 should be over 15 AP, but we price it at 10.

To some extent, the problem arises because of the increased granularity of the system over several editions.  When every gradation of advantage costs an extra +1/4, they add up rapidly.  Flash Defense suffers from similar bloat.  At 1e, Flash Defense protected all senses for 1 point.  Now, all senses costs what, 4 or 5 points?  Maybe we should have had a limitation for "Sight only" (and :"other sense only", and "these combinations", etc.)  but then we get the reverse where every player limits Flash Defense "not vs smell and taste:".

I think we'd have to make a huge array of assumptions to get there, as we have to add the ability to defend against other adjustment powers, and offset the loss of ability to be affected by positive adjustment powers (which really isn't limiting for Extra Limbs or Life Support anyway, is it?).  If we were to remove Inherent, perhaps the better replacement would be limited Power Defense (protects only this power) much like limited Defenses which only enhance the defenses of a Focus. Of course, it now costs the same to make Life Support or Desolid Inherent, as the cost does not vary with the cost of the protected power.

dsatow reacted to Steve Long in Countering Flash with Mental Illusions?
Welcome back to HERO! I hope the campaign's going well and everyone's having fun.

First, remember that a character who can't use his Targeting Senses (typically Sight) can make a PER Roll with a Nontargeting Sense (such as Hearing or Touch) so that he can attack at 1/2 OCV, -1 DCV -- see 6E2 7 for the full rules. So your wife's character doesn't have to just sit there doing nothing, she can try to overcome the handicap she's currently suffering from and fight back as best she can.

Second, your idea of using Mental Illusions to compensate for her lost Senses is a creative one, and certainly within the realm of possibility for things that Mental Illusions can do. Your character would have to use a Phase to "attack" her to set up the Illusion, of course. If I were your GM, I would rule that your character has to keep paying END to maintain the Mental Illusion (6E1 150) so that you can "feed" it information about how the combat's progressing. Other GMs might not require that, or might require you to spend a Half Phase Action each Phase to keep the illusion accurate, or whatever else they consider appropriate.

Herodom Assembled --- what do you think? How would you handle this as a GM? What other ideas do you have for monsewer to help his wife out of this situation?
