    The base cost should always be 5 points;  the active and real costs would vary depending on advantages and limitations.
     
    WIth KAs, the progression per 5 points is usually 1 pip, 1/2 d6 (OR 1d6-1, this can vary), d6. If you want to say that it's 1 pip, 2 pips, d6, that's fine.  1/2 d6 gives an average of 2 anyway, because of the rounding (1-2 -> 1, 3-4 -> 2, 5-6 -> 3, so the average is 2).  And 1d6-1 gives an average of 2.5.

    If I had a big staff and plenty of energy, I'd want to put out more time period Champions books like Platinum Age Champions (Sherlock Holmes era basically), Silver Age, Cold War, etc.  Like War Hero, a sourcebook for playing Hero Games at war with sourcebooks for various military eras.  Start with WW2 and move from there to WWI, Korea/Vietnam, Desert Storm, back to previous times like Napoleonic

    Rasmussen has come out with Top Secret: New World Order as a Kickstarter a few years ago. 
     
    As for the differences I don't remember. I know we stopped playing it after a few sessions and went back to Danger International. 
     
    I enjoy mining some of it for games at times. None of the "kids" have ever seen the stuff so it's new and the players my age get to have fun with new ideas for the setting.
     
    I wish I could find the 1960s book for Spycraft. That along with this and Dark Champions would go a long way for some fun Cold War games set in the late 60s or early 70s. Especially if you mix a few low super-heroes into it. They way the SHIELD show was supposed to be...normal agents in a super-hero world.

    To me there are three things:
     
    Secret ID [Superman, Spider-Man] - You go to great lengths to keep your IDs separate. It may be to protect yourself or a loved one. 
     
    Public ID [MCU Cap. America, Wonder Woman] - Who doesn't know who you are? You're worst then a Kardashian.
     
    Both of those are worth points for obvious reasons. They require some type of work on the characters part.
     
    The third to me is you have neither. Just like Amanda Bearded it's an open secret. You don't toss it out in public, you don't keep it secret 100%. Hawkeye (comics), Wonder Girl (Donna Troy) to me are decent examples.

    What I find interesting is how Billy Batson/Captain Marvel is shown over the years. In some it's Only in Heroic ID. It's Billy as an adult with much the same personality. If you look back at a lot of the original stuff Cap is a whole other person, at times Billy as an adult transported back. 
     
    Would give me as a GM a headache...ok...do are you doing OHID or Multiform this time???

    Custom Modifier is your friend.  It comes in very handy from time to time.  I defined a High Scale movement advantage that's principally for Running and Flight, because MegaScale is too much IMO for the continuous movement powers.  From APG, there's Damage-Based END cost that I also like a lot.
     
    There is a fair bit of stuff in APG not included in HD, but it can generally be included via one of the Customs.  Defensive Attack's a nice one for a Multiple Attack specialist;  it's got to be a custom skill.

He was last seen by his younger brother Reginald ('Re') five months ago in France before he braved the environment in Germany.

    There are stats for these things in various books.  How powerful or weak they are kind of depends on which book you're referencing.
     
    As far as guns go, here's the rule of thumb I tend to follow:
     
    Little concealable snub-nosed revolvers tend to do about 1D6 killing.
    A normal sized pistol is probably 1 1/2 D6 killing.
    A big-ass hand cannon like a .44 Magnum or a .50 Desert Eagle is probably 2D6 or 2D6+1 killing.
    Shotguns or rifles are probably 2D6 to 2 1/2 D6 killing.
    A military-grade sniper rifle (.50 cal Barrett) is clocking in around 3D6 killing.
    The Cobra Assault Cannon from Robocop is about 4D6 killing.  You can blow up cars with it.
     
    The average thug, goon, or henchman probably has a 4 or 5 OCV and a 3 Speed.  Unarmed they probably hit for 3 or 4D6 normal damage, and they frequenlty carry brass knuckles (2D6), lead pipes (3D6), or baseball bats (4D6) to boost their damage.  They're good enough to reliably beat the hell out of normal people.  They probably have 5 to 8 Defense and 25 Stun or so.
