Just ran the scenario.
 
Brute (brick) took some stun...from a fall
Dragonfly's ship SEVERELY Damaged  (3 body remaining) by government agents
Dragonfly, Midnight Avenger & Bandit...Never were touched
 
Heroes got the drop on a group about to make a buy, then the sellers showed up...Dragonfly hit them with a strobe from the ship, the 4 gangers fell really quick.   When the gun salesman showed up (with 2 powered armor goons) they used a stun grenade...and some other attacks, took them out one round of combat (the villains literally only got one attack off all night)
 
While searching the vehicle, Government agent showed up, heroes ran...Government used the rifles to attack the airship doing all the damage to it

Basically what I am saying is that Filthy Rich is 15 points, thus I try to make it worth 15 points...That might mean being able to put up a classic piece of art for bait or provide transport to a scene, etc...

The key thing with the foci rule is that the gadget has been handed over, so yes on an invisibility belt, no on an invisibility ray
 
 

I don't think you need Instant Change.  The F/X is it teleportation  Remember Foci and OIHID is frowned upon...however Physical Manifestation can make it damageable if desired, also could represent it being taken away, or restrainable other than grab,,. 

Personalty would like to see Weasel from hi-tech enemies...

She is BEGGING for a mentalist to take her over...Not saying you can't sell off MCV values but would not fly in my game...

A great example of this is actually JLA/Avengers #4.  Captain America gives Superman his shield, we all know Supes isn't going to keep it, but for a limited time he gets to use Cap's shield (and Thor's hammer, which would be breaking the foci rules).
 
One note about Personal foci, others CAN use them in rare circumstances (your evil clone from another universe, someone who is also a son of Zeus, etc...)

Anything the GM decides to give is fine by definition

Stop thinking about Shield as being the source of the grenades, that is an F/X
 
Nick Fury has a VPP (SHIELD Armory) on his character sheet.  When he grabs a few grenades they are coming from that.  

Also, as a GM, I realize that I had to ditch the "Most expensive is the right way" rule...I can build a power that does what a 1d6 Blast does for 20 points, or destroy the world for the same cost.  Obviously the wrong ways...You should be asking "Is this priced appropriately for it's utility".
 
Giving every player extra power constantly, at no lack of ability to the main character is powerful, and should be expensive.  Giving up some of your combat ability to help a teammate is fairly balanced...

Definitely on potions. 
 
Also remember special effects are king
 
The Shield Agent probably has his own VPP, representing items from SHIELD.  he is not making the gadget, just has access to  them.  
 
The Universal Foci rules are for the rare instance when Batman gives the flash a smoke grenade as part of a tactic, not so he can outfit Robin with them (Robin has his own UT Belt with the F/X of  getting them from Batman)

It is, and I do allow it, if the computer (or follower) is dedicated to the base.  In this case I decided to remove it (however an "autopilot computer" would be okay on a vehicle
 
The guideline I use on it is based on the Lone RAnger
 
Lone Ranger has 2 followers (Tonto and Silver)
Tonto has his own follower (scout). 
 
Also due to another house rule it actually cost more to have it on the base (Vehicles, bases & Followers are the same thing in my game, so +5 x2)
 
Should be noted that this is all being given to the player for free, so points are a minor concern...

I would go with "The Forgotten Avengers"...Note this would be a spin off, not the main book
