    Makes me wonder, does The Fox have a generation villain? He should. 
     
    Let's call him The Gargoyle. The first one was a master criminal who lucks in to a superweapon or super tech. He wields a sword (so he can fence with The Fox), a gun or two (quite normal ones), and a VVP which can only be changed in a lab (to explain the gadgets and weapons he uses in his crimes). He was active between around 1920s to 1948 or so. He was thought to have died many times, only to come back as a bad penny.
     
    Gargoyle 2 is his son, who originally called himself "The Gargoyle's Ghost" (using a special belt which allows him to go through solid objects). Like the original Gargoyle, he also uses a sword and gadgets built by other people which he steals. He was active between 1950's to 1960's.
     
    Gargoyle 3 is the son of Gargoyle 2, and he is basically more of a mastermind and master criminal as opposed to a gadget laden guy. He has a utility belt on equal par with The Fox. This one is the Fox's dark mirror. He was active between the late 70's to the 90's.
     
    Gargoyle 4 is....someone. To the current Fox he is a bad name which keeps on coming up. He has yet to actually see him, and wonders if someone is just using his name.

    Page 210 of Champions Complete has an example of a seven slot Multipower called a Power Ring. It includes Telekinesis, Blast, Range Killing Attack, Barrier; Resistance Protection, Flight, and Faster Than Light Travel all from a 120 reserve on a Obvious Assesable Focus. On pages 209-212 are various other powers which can be added depending on how you twist a special effect.

    Depends. In some tyrant kingdoms, the entire family of the mage, including the wife, children, and the parents can be also have the same punishment, and will.

    Like Ninja-Bear says, sounds like gliding (which in 6ed is the Flight power with some limitations). It should be noted that Hard Light is only a special effect. It is up to the player and the GM to find what that means.

    Melvin Morphean has one major problem in his life. His mutant power is the inability to go asleep. He doesn't have any I'll effects of not getting a good night's sleep. But it does annoy him being awake while the rest of the campus is asleep.
     
    On the other hand, he has all the time in the world to study things. Lots of things. From lockpicking to advance mathematics.

    Look at "Requires A Roll" limitation. Next edition I would scrap the separate skill roll on VPP and use the "Requires A Roll" limitation. That way you have tons of roll options.

    I feel like the Agent Corps is a really James Bond idea that somehow took over Hero 3rd edition.  In the comics agents are relatively rare.

    That said, I always liked the Jokerz from Batman: Beyond.  Basically street thugs with a clown theme.  They saw themselves as the heirs to *the* Joker.  Batman saw them as a bunch of wannabes.  (The man himself treated them like a pre-made henchmen brigade when he arrived on scene.  Which was about as survivable for the Jokerz as it was for any of his other Henchmen)

    Just a note, definitely gonna be two villain group books. Look like first book will be A thru I and second M thru Z. Both will be probably 350+ pages but not 100% sure yet. Book one will include 2 new teams, book two will include 1 for sure

    If you want to take a cue from the original movie, the winner is not the person who crosses the finish line first, but who has the largest point total when they cross the finish line.
     
    And how can they get points? 1 for each person they kill. 10 for each police car destroyed. A variable number for each crime they assist on the way.

    In general yes, but most western media do not concern themselves with that. The good guys can shoot to kill without legal ramifications because they are the law.

    The pouch seems to me like a great excuse for a Variable Power Pool ("I'll pull that freeze gun out of my pouch.").
     
    Other stuff comes from The Hero System Advance Player's Guide 2 pages 27-28 (Extradimensinal Spaces, which allows you to put normal objects and stuff into the pocket), and pages 32-34 (Object Creation, which let's you pull out normal objects out of your pouch).
     
    The best thing about Object Creation and VPP is that you don't have to keep track of what your holding in that pocket. What you can pull out is if it is an power (various attacks, armor, etc) is covered by the VPP, and what is considered a normal object is covered by Object Creation  Extradimensinal Spaces can just be a special effect unless he wants to pocket things into it, then Extradimensinal Spaces is needed.
     
    But what if I don't have The Hero System Advance Player's Guide 2? Well, VPP covered taking stuff out of the pocket, Extradimensinal Travel sends things to another dimension (Usable Against Others is a godsend), and using the VPP to buy Skill Levels in what you wish on a focus.

    Tracy Nelson had devised a system to respond to threats to the country using aircraft with robotic crews onboard to solve threats where humans couldn't go. Calling her equipment Scarlet Thunder, Tracy remained unknown to the general public. One of her enemies found out who she was and destroyed her headquarters with the Scarlet Thunder machines inside. The explosion inside the complex made sure no one could identify her body if they could find it.

    Don Mega is an extradimentinal who was a gainster from a water world which the lifeforms evolved from sharks. Besides size and ability to breath air for limited times, he has strength, resistance, and a really fangy grin. His tommy gun is modified to shoot his loose teath as ammunition (he IS a shark-man, you know).

    Onion Bottom
     
    Onion Bottom was a prop comic who turned to gadgetearing and crime to fund his props for his show. Now bared from stand-up thanks to being caught one time to many, he turned deeper into crime as a way to preform. He and Mick Mike don't get along at all, but he is friendly with the other members of the group.
