The best way to help determine how much something should cost is to ask how much you would think it should cost if it was used against you.  You're playing a superhero, fighting bad guys, and one of them pulls out an ability that literally negates 8 phases of your actions.  That's more than one turn.

How much do you think that should cost them to use against you?

    Name: Jasmine Taylor
    Sex: female
    Age:16 (2003-2019-?)
Jasmine Taylor should have been a tragedy, a young life cut short in an act of callous brutality of a ravening mad man. Caught in the middle of a battle between the Sentinal 7 and the extradimonional undead wizard that called itself The Lich King. She was fell under a wave of necrotic poison intended to slay and turn its victims into zombie puppets,  cannon fodder for the dark mages armies. Hasty counter spells from the Sentinel's resident sorceress Alchemiss prevented the rise but wasn't enough to stop the slaughter.
With one exception. Jasmine stirred after the battle ended, rising from the carnage, moving aware...but not alive. Not anymore. At first, she felt cold then hungry, terribly hungry and the bodies that surrounded her looking soooo delicious.
Always a soft hearted squeamish girl (she often referred to herself a weenie) was instantly revolved to the point of crying out in at the surge of strange hungers. Her call caught the attention of Alchemiss and the looking of her aura told the sorceress she was not a typical monster but something different. There was some aspect of her mind or soul that held together under the necrotic assault, usurping its energies to maintain something like life though it couldn't stop her mortal death.
Alchemiss took in the horrified girl, calmed her and helped her learn more about her new state of existence. She was undead, fully aware and in control of her faculties but there was her hunger. Only flesh slaked it but fortunately any meat would do, the more rare and bloody the better and human flesh's smell called to her though her disgust at the notion is stronger (If she ever did consume human flesh, she's discover gain additional abilities but its -highly- unlikely she ever will, willingly at least.) She's learned that if she tastes someone blood she gets clairvoyant flashes of their past and current emotional state though after for uncontrollably licked the cut a friend of hers had.
Jasmine is much stronger than a girl of her size and build should be able to casually life hundreds of pounds and with strain up to 2 tons. Pain is at mostly annoyance and she seems to heal almost immediately for all but the grievous injury. Even those will heal giving time but regenerating requires her to dine on raw bloody meat regularly. Her “ghoul sight” allows Jasmine to see life force like as a glow and see in near absolute darkness and her sense of smell is enhanced enough to allow her to easily track by scent.
She may have other abilities to discover over time, for now, she is more focused on trying to be a normal as possible in spite of her transformation and continued attention of the Lich King who's seeks to bring her under his control. A number of other occult figure have also developed a fascination (or paranoid fear/hatred) for this occult oddity.

    D.O.L.L.

Black Harlequin was in a slump. His latest toy creations were utter failures and frankly didn't work. After watching an old "Frankenstein" movie, he finally got the creativity he needed. He would create a living doll, in the literal sense of the word. Of course, in his case, it would be a Destructive Overly Likeable Lifeform (D.O.L.L.).

Still, creating a lifeform wasn't his thing; he'd have to find someone to create it to his specifications. Being as there are still mad scientists out there, he contacted one of them with his idea. The mad scientist gleefully agreed and got to work. Time passed and D.O.L.L. was finished. Black Harlequin tested his 'toy' to see how destructive it was, and later woke up with a black eye and a broken rib. He was in pain... and elated... and in pain. She was much more powerful than any toy that he'd created. The mad scientist sheepishly apologized for the injuries; he was found dead by the police later. Black Harlequin first unleashed DOLL on a mall shortly before Halloween and caused much destruction before making a retreat due to incoming superheroes.

DOLL is an artificial lifeform, appearing to be a girl in her late teens. Other than her blue skin, which is easily concealed with makeup, she is cute and adorable. However, when given a command by him, DOLL reacts much like a robot on a mission of mindless mayhem. She is strong enough to punch a tank and dent it, can jump hundreds of feet and is very durable. DOLL's energy core will last about a week before needing a recharge, taking about a day. Hence, she can fight literally for days at full power.

At the moment, she understands she was created for destruction and obeys Black Harlequin, but she is slowly gaining her own personality. Black Harlequin is too crazy to notice little changes in her actions and where this will lead is unknown. If she gains any ounce of humanity, she may turn from her destructive ways and even help heroes. However, if she gets worse, Black Harlequin may not live to see how dangerous she really is.

We're getting to the end of my current Champions campaign, with the overarching campaign plot being the machinations of the Empress of a Billion Dimensions.  She had found a way to get a huge chunk of superheroes (and supervillains, and PRIMUS / UNTIL agents) transported to another dimension where they've been trapped for the last 5 years.  The PC heroes are some that stepped up to take the missing heroes' places, and have been trying to find a way to keep the Empress from attacking their world once and for all.  They've found it, in a world (Dimension X) that is slightly difficult to get to and, the longer you stay, even harder to leave.
The unique magnetic field also damages electronics over time, so high tech doesn't last long there.

The Empress has known of this dimension for about 80 years and has people on that Earth, trying to build a gate booster that will allow transport off-world.  Since they can't use ultra-tech, this gate booster (as well as all tech on that Earth) is rather steampunkish, with plenty of vacuum tubes, etc.  It's not quite complete, but thanks to several alternate versions of one of the PC heroes (super-scientist Matt Stevens, aka Pops), they're getting close.

The PCs plan to build a "dimensional gate projector" to send the Empress to that world, and thanks to capturing one of the alternate Matt Stevens, have a plan to alter the gate booster on Dimension X to redouble the magnetic field effects, trapping the Empress there (hopefully for good).  They just need to sneak in, surreptitiously make the changes, and sneak out again.

While helping Maker's player spend XP to update her character:

Maker (OOC):  I know you're going to hate me for this, but I'd like to increase my SPD.
GM:  Not a problem.  To be honest, I haven't done up a speedsheet for tonight's game.
    Maker:  You haven't?!
GM:  No, if you get into combat tonight I'm just going to wing it.
(Note:  I'm a  pretty OCD person, so it is very unusual for me to not at least have the speedsheet put together.)
Maker:  I'm not sure I find that very reassuring.

When the heroes are planning to go to Dimension X, Maker wants to make sure her parents and her brand-new husband are safe.

GM:  You do have several superhero teams and individual supers who owe you guys a solid.  You could ask one of them to keep an eye on your family.
    Maker:  Like the Champions?
Pops:  Or Rhode Island Red.  (Note:  He's a human turned into a man-sized chicken by a pissed off gypsy.  He has a Crow of Justice, basically a massive Presence Attack.)  If anyone shows up, he'll just "CA-CAW" and scare them all away.
GM:  Yeah, but when Maker comes back, her Chinese mom will say, "We have sweet-and-sour chicken for a year!"

The alt-Matt (call him alt-Matt-1) that the heroes captured is filling them in on what he knows.

alt-Matt-1:  There is an alternate version of me on that world, overseeing work on the gate booster.  I've been consulting with him - to be honest, he's a bit of an arrogant jerk.  But if some of you can keep him occupied, you (pointing to Pops) could take his place so you can make the necessary alterations to the booster right in front of the other people working there.  You just need to act the part.
Pops:  You mean, treat everybody else like they're brainless idiots who are probably going to screw up my brilliant design?  Yeah, I can do that.

Pops (OOC):  You know, I'm not actually an arrogant a**.
GM:  I know, I'm not saying you are.  But these are alternate versions of you.   They should differ from you in some way.

The heroes get there, and while Circe keeps alt-Matt-2 asleep and probes his mind, Pops heads to the gate booster building with Malarkey and Maker as his "assistants."  They took some of alt-Matt-2's clothes as well as his ID, and dressed Maker and Malarkey in clothing like that of the people on Dimension X.

Security guard:  Oh!  Mr. Stevens!  I thought you'd left for the day!
Pops:  Of course you did.  But I came back to make sure the night shift doesn't f*** up my work.
Circe:  (over Mind Link)  Remember, this Matt has a British accent.
Guard:  Yes, sir.  Of course.  Um... I need to see your ID.
Pops:  (rolls eyes and flashes his ID)
Guard:  Um... there's the matter of their IDs... (points at Malarkey and Maker)
Pops:  (rounds on his teammates)  Don't tell me you didn't bring your identification!  (begins dressing them down)
Circe:  Yeah, no need for acting, he's got his part down.

After they get in, they discover that in addition to the 8 night shift people working on the gate booster, there's a guy (Brad Powers) who they know has incredible strength, and they recognize him as an alternate-world version of Bulldozer.  (If you don't know him, he's a brick who is relentlessly macho and thinks he's God's gift to women.)  As Pops distracts everybody by yelling at the guy in charge of the night shift, Powers heads over to talk to Maker.

Maker:  (quietly)  Oh, God.  Just what I need.
Powers:  Hey.  I don't recognize you.  Are you new here?  I'm Brad.  (flexes his muscles)
Maker:  Yeah, I'm new to town.  Name's Mary.
Powers:  And who's he?  (points at Malarkey)
    Maker:  He's Frank.
    Powers:  Are you two together?
Maker:  (bracing for him to hit on her)  Noooo...
Powers:  Oh, good.  Because he's kinda cute.  Do you know if he's seeing anybody?
    (entire table breaks up laughing)
Pops:  That's perfect!  A gay Bulldozer!
Maker:  (grinning ear to ear, to Powers)  No, he's not seeing anybody.  Why don't you go talk to him?
GM:  (to Malarkey)  That sound you hear overhead?  That's the bus Maker just threw you under.

Slipping from the back of the limousine, Jason shouldered a worn leather messenger bag. He lifted the flap and checked the contents again. Sketchbook, pencils, a book from the New York museum, a print of Wagner's Lady in Blue from the same museum, other odds and ends from his drawing kit, a leather bound journal that matched the leather of the bag, and a white confectioners bag resided within.

“She likes liquorice,” Jason had read in his grandfather's journal. “Do not gift it to her. Gifts bring obligations. Instead offer it as payment for her time and the fact she agreed to meet with you, if she does, in fact, appear.”

Jason had wondered at the way his grandfather had written it. As if he knew that he himself would never use it to call her.

    “I don't like this.”

Smiling at Knight, Jason said, “You never like it when I go out to sit in the sunshine.”

“It isn't that,” she said. “I just have this feeling that someone is tap dancing on my grave.” Behind her sunglasses, Sharon Knight's eyes scanned the garden. “I'll do over-watch. Dragon, you accompany Mr. Scott into the garden.” Al Porter nodded. “Jake, you stay with the car.”

    “Yes, ma'am,” Jake Randall replied.

Chuckling, Jason said, “All this for me? I'm touched.”

Knight shot him an annoyed look. “Dr. Tyler and Miss Parks made it very clear that we are guardians of you and they do not want you running off like you did in the Spring trying to start a war. Sir,” she added as an afterthought.

“They never let me have any fun.” His hand slipped into a smaller pocket in the front of the messenger bag. His fingers brushed the cool metal of the leaf within.

Slinging the messenger bag over his shoulder, Jason said, “Let's be off then.” He set off at a comfortable pace into the garden. Al followed, his gaze constantly shifting from place to place looking for any who might seek to do harm.

Jason took in the hedges and flowerbeds without really seeing them. “I'm going to sit on the bench over there by the cherry trees. Still have some blossoms,” he said, quirking a smile.

    “Yes, sir.”

Making his way to the bench he had indicated, Jason sat. Opening his bag, he pulled out his grandfather's journal and set it on the bench. Next he pulled out the metal leaf. He wasn't sure how it would work. His fingers closed around it, his eyes slipped shut. Need calls, Actery had told him.

One problem he had wasn't that he wasn't sure who he was calling. His grandfather's journal gave him an idea, but Silas Scott never actually put down her name. In the journal, places where a name would be were simply initials. Either a “P” or “WW”.

Need calls. What did Jason need? It was the need for answers that had pulled Actery to him, or so Actery said. That need still existed. What had happened to Marlene and Angelique? Where had they gone?

In his mind he saw Marlene lying on her belly on a blanket, legs raised and ankles crossed. She was barefoot. Her eyes flashed in the sun and she smiled at him before looking away. Beside her, dressed in pale blue, lying on her side, propped up on one elbow, was Angelique. They were talking, occasionally darting glances at him.

Without realizing it, Jason reached out and set the leaf on his grandfather's journal. His other hand fished out his sketchbook and a pencil. Opening his eyes, he flipped to a fresh page and began to draw. He wanted to hold on to that image of Marlene, capture it, and stay in that moment with her. He lost himself in the activity, not thinking. Just doing.

    “You have some talent.”

Jason blinked. His eyes refocusing on now. Judging by the shadows some time had passed. “So I've been told.” He turned to the speaker.

Her hair was long and dark. A rich shade of mahogany. Her eyes were disconcerting. At first glance they were completely white except for the pupil. Jason realized they were a pale shade of blue. Her lips were rouged, kissable. Jason forced that thought down hard. She gave him a mischievous smile as if she had been aware of his thought.

Her gown was white. Almost painful to look at. The collar was square with embroidery work, flowers and vines, running around it. Her belt looked like a garland. She looked small, svelte, lithe, ephemeral. But Jason sensed strength there. And power.

She took up the leaf. “I never thought to see this again,” she said. Her fingers ran over the leather of the journal. “Silas.” Her eyes darted to Jason's. “Your grand-sire.”

    “Yes.”

“What is it you want?” Taking the white bag out of his messenger bag, Jason set it on the journal. “I cannot accept gifts without first knowing what it is you want.”

“It is not a gift. It is payment for your time and your effort to come.” She smiled. Something in that smile reminded him of Angelique. “I am looking for someone. Two people actually. They were in one place and then they simply vanished.”

With long slender fingers she opened the bag. “Liquorice!” She grinned. “It has been a long time since I have had any.”

“My grandfather said it was your favorite in his journal. I hope the payment is adequate.” She smiled at him and slipped a piece into her mouth. As Jason stared at her chewing the confection he noted similarities in her facial structure, the line of her nose, the curvature of her chin. “You're her mother,” he said quietly.

She swallowed hard. “I should have known an offshoot of Silas' would be quick witted. Do you know who I am?”

Smiling, Jason said, “Pieces are slipping into place for me rather rapidly now.” He took the book from his bag. He opened the book to a page he had marked and set it on the bench. “You're the White Witch. You helped the Allies during World War II.”

Nodding, she said, “That was a long time ago. The artifacts and power your Axis gathered were dangerous not just to this world.”

“My grandfather worked for the war effort.”

She smiled at a memory. “That was how I met Silas.”

Jason pulled out the print of Lady in Blue and set it on the open book. “I don't even know what to call you. 'White Witch' seems to be a mouthful.”

    Phaedra.

Jason stared. “Mind magic. Telepathy.” She bowed her head. Tapping the print, he said, “This was done before you knew my grandfather.”

    “Yes. You know my daughter?”

Jason gave her a real smile. “Intimately. Angelique knows me in ways only a few others do. She is one of the two people I'm looking for.”

“May I?” Her hand raised towards the side of his face. “Will you share my daughter with me?” Jason's eyes narrowed. Then he smiled and nodded his assent.

    The Crime Doctor

Real Name:  Dr. Ian Steele, M.D.

History:  Ian Steele was a medical student who needed money to finish his studies.  He began burglarizing local homes of wealthy families, some of whom were related to his Medical School colleagues.  After graduating the thrill of stealing and not being suspected of any involvement drove Steele to continue his criminal career.

Adopting the costumed guise of The Crime Doctor, Steele found a number of medical workers who had criminal records.  He recruited an Ambulance Driver who had been a car thief, a Nurse who had stolen and sold drugs, an Intern who had cheated on his exams, an Orderly who robbed his patients at a mental hospital, and a Receptionist who had embezzled money from a Doctor's office.  As none of them knew his real identity they joined his operation fearing exposure, as well as promised a cut of what they would steal.  They set up in their Private Clinic in Los Angeles.

The first Operation had the Ambulance Driver causing a number of wealthy people to have automobile accidents and then taken to a private clinic run by the Intern.  He and the Nurse would fake the wealthy people dying, and the Crime Doctor would arrive giving them a secret elixir that had to be injected every three days, otherwise they would die forever.  The Operation came to an end when Raven and Nightingalhe, both with Medical backgrounds, discovered that the elixir was morphine, and the wealthy people had been turned into addicts.  The Intern, Nurse, and Ambulance Driver were caught, but the Crime Doctor, Orderly, and Receptionist escaped.

The second Operation took place in Washington, D.C..  Tanya Lockhart, A wealthy young woman who happened to be a Registered Nurse and Hospital Board Member, was driving home one night when she saw an ambulance seemingly crashed on the side of the road.  When she got out to help she was chloroformed, and woke up in a private clinic, paralyzed from the waist down.  The Crime Doctor told her she had been in a car accident, and wouldn't walk again unless she paid him $100,000.  Although she was secretly the superheroine Torch, she knew she was helpless and paid the money.  She was drugged and woke up back at the crash site, back in her car, and able to walk again.
Torch contacted Maiden America, another Washington, D.C. based heroine, as well as a Medical Doctor, and the two of them vowed to track down The Crime Doctor.  Using information they got from Raven and Nightingale, they found the Private Clinic, and liberated a number of other wealthy people who had been put through the same treatment.  Once again the Crime Doctor escaped, this time by opening a number of Ether tanks and telling the heroines they could catch him only by allowing the clinic and all the helpless people in it to explode.

    Nighthawk I

Stephen Decatur Clark was born in Los Angeles, five minutes before his twin sister Katherine Courtney Clark, to John and Mary Clark.  They grew up and both were exceptional athletes and students, with Stephen getting an appointment to the U.S. Naval Academy at age 17.  Shortly afterwards their parents were murdered by an unknown assailant, and the family was bankrupted.

Stephen gave what little inheritance he had to further his sister's college education, while he went to Annapolis.  While there he developed a friendship with Marine Cadet James Whitney, and earned the respect of legendary Marine Colonel Matthew Fremont, who was serving as a Professor then.  Fremont's young daughter Melissa developed a crush on Stephen, but he manage to dissuade her in a way that allowed the two of them to remain friends.  Stephen graduated at the top of his class, followed narrowly by James Whitney.

Soon he became a Naval Aviator, and became a legend for his ability to fly at night, earning the nickname "Nighthawk".  Breaking a number of records he met a number of famed aviators of the time including Army Pilots James Davenport and Matthew Stevens, aviatrix Laura Lockhart, and the famous civilian pilot Douglas Mansfield.  The Navy was very pleased with the good publicity Stephen was earning, and his career seemed to be made.

Then during a mission providing air cover for a group of American Civilians guarded by U.S. Marines, his plane was shot down.  Landing nearby so the Marines could salvage the 50. Cal Ammo from his guns, he found the Marines were lead by Colonel Fremont.  When a U.S. Congressman, Gregory Grayson Hollister, panicked and tried to surrender the Civilians, Fremont was badly wounded by a mortar shell, and his second in command was killed.  Stephen, a Marine Sergeant named Ethan Hastings, and a State Department Official (and secretly an intelligence officer) Diana Vega managed to save Fremont, Hollister, and all but three of the Civilians.

Encouraged by Sergeant Hastings, Stephen, a Naval Lieutenant, took command as the highest ranking Military Officer.  He managed, with Hastings advise and Diana's insight and knowledge of Panama, managed to get the Civilians to a waiting train.  After making sure that all the civilians were aboard, and Hastings had set up his Marines to secure the train, Stephen was about to get on when he was shot in the back by someone on the train.  Unable to get on board he ordered Hastings to take over and the train to leave.

Escaping the Rebels Stephen fell into a hidden chamber, and discovered it was filled with the lost treasure of Henry Morgan, the Pirate who invaded Panama in the 17th Century.  Finding a lamp he tried to light it in order to find a way out when it became to glow with a strange energy.

Before Stephen appeared a beautiful woman.  She was tall, with light brown hair and eyes, and introduced herself as Metis.  For releasing her from the lamp she would grant him three wishes.  Stephen asked her how she became imprisoned in the lamp, and she revealed she was a Titan.  Cronus, The King of the Titans, had a vision of her saving a mortal and that would bring about the fall of the Titans.  In order to prevent that from happening she imprisoned her in the lamp, and for the last 5000 years Metis had been forced to grant wishes to those who found the lamp.

Stephen asked her how she could free her, and Metis told him that it had to be his one and only wish.  She would not remember who freed her so she couldn't help him get out of this hidden chamber, and her would certainly die there.  After asking if she could bring back the dead, to which Metis said no one could, Stephen freed her.

Metis found herself back 5000 years ago, a moment after being imprisoned.  Cronus said he hoped she learned her lesson, and had the proper contempt for humanity a Titan should.  To her surprise Metis said she remembered Stephen, and Cronus said he she wanted to stay she would have to let him die.  Metis happily left the Titans and went to save Stephen.

With Metis help Stephen got out of the hidden chamber, and the two of them overpowered a Rebel squad, and took their vehicle.  They got to a port where the Train with refugees had been taken, and Stephen was taken to the hospital.  Metis introduced herself as "Melinda Travis", an American explorer who Stephen had rescued.

While Diana Vega, Sergeant Hastings, and the Marines considered Stephen to be a hero, Colonel Fremont was still in a coma.  State Department Official Alistair Harpe, someone known to be close to President Russell De Angelo Forsythe, told Stephen that it would be best for the truth about Congressman Hollister's actions not come out.  If Stephen persisted in exposing him, Colonel Fremont and Sergeant Hastings would be blamed for the deaths of the civilians.  Harpe also insisted Stephen resign from the Navy.

Although Metis secretly watched the exchange, and read Harpe's mind knowing he was really corrupt, Stephen agreed to resign, unwilling to see Fremont and Hastings destroyed.  Metis reluctantly agreed to go along with Stephen's decision, and told him that she had sold the treasure they and found, making them both very rich.

Stephen stayed in Panama to fully recover from his wounds, and he and Metis became very close.   While they were very fond of each other, they both realized their physical relationship was more a celebration of surviving an intense situation, and not love.  Metis went off to find if any Titans were still around, and Stephen bought a plane so he could fly himself back to the United States.

While flying back to the United States his plane ran into a storm.  Forced to land on an island his plane damaged it's landing gear.   Stephen knew he could fix it in time, but not in the storm.  Seeing a light across way, he found a house and inside a man seated at the desk, dead from what looked like a self inflicted gunshot wound.  In another room he found a woman lying on the floor of a bedroom, who appeared to be in agony.  She saw Stephen, and asked for water.  Stephen quickly gave her water, and got her on the bed, and she quickly started to come around.

She told Stephen she woke up on the island a few days ago.  The man told her he was a scientist, and had created her.
