We really don't know enough about the eagles to know if this is a viable option. Numbers, speed, range, performance envelope, these are all mostly unknowns. Well, we know there were enough of them to count as an "army" in the Battle of Five Armies, and we know there were enough to defeat however many fell-beast-riding Nazgul were at the Morannon at the end of RotK. I suppose the bigger unknown is whether Sauron had any other air defenses at his disposal, though it's probably safe to assume he had something similar to how Gandalf warded off a flying Nazgul at the Pelennor Fields. Could the eagles have flown a low-altitude approach using the Ephel Duath as cover, then dashing in to Mount Doom when they got directly west of it? Could they have gone around Mordor to the north and come at Mount Doom from the southeast? Could they have lured the Nazgul into an ambush while carrying elven archers? It's safe to assume that these were not viable options unless Gandalf is an idiot, but without an explanation we can only speculate.
