Well my cousin got DC Online and upon seeing their current lineup, I can confidently say I won't even consider getting it. The pickings are very sparse as they don't even have all the Justice League, Batman, Superman or LSH archives up. A small spattering of their animated movies(but by no means a complete one) and Titans is the only draw so far.

The OP wants a method to do a little extra damage on an Ice SFX to a target that has been hit by their Water SFX earlier. Well let's go into detail on the methods then. First let's make one minor change to the condition here. Let's not use target struck by my Water SFX, let's use target that is wet. This way the OP's original conditions still apply and it covers cases where the target is wet from other sources. Now this gives us +Xd6 blast vs wet targets only (-1/4 ) This way all targets are equally affected by the attacker who paid for the power but not by the other members of Ice SFX Union 1038. We can use Drain by linking it to the OP's Water SFX and specifying that it causes reduced defenses vs ICE SFX. This will be costly but is probably the best way to have the target take extra damage from not only the power's possessor but also all the ICE SFX wielding buddies. It also must target either PD or ED or become even more expensive. We can use Transform but we run into costing problems. Minor transforms can't change the nature of the target which is what has to be done to give extra damage. This means it will be a Major or Severe Transform and will cost more than the Drain( This would probably be true even if you used a Minor.) It does let all the Ice SFX buddies have a shot though and avoids the PD/ED problem. Now lets apply that increased effect. Hmm, the only rules for this would be Vulnerability which would be 1.5x(Major IMO) or 2x(Severe) Damage which is probably more than the OP intended. You could say it does +Xd6 but there's that paragraph on CC, page 93 that says not to use Transform to add dice, use the original power. Of course if you feel it's necessary, you can use GM fiat. There may be other methods but these are the three that spring to my mind. Use whichever makes most sense to you as a GM for your campaign.

Archer and Norm have the best way I can think of already. It's simple and straightforward extra damage with a condition. Don't make your life harder than it is.

Yeah, this could do a lot of bad things to the Florida Panhandle and SE Alabama. North and South Carolina are also going to be hit with more rain in areas that may not be fully drained from Florence. I'm not seeing a big increase in traffic on I10 as I expected for an evacuation. Thankfully this one has missed us here. It not even raining and the sun is peeking out of the overcast.

I wouldn't touch any QB that Denver has jettisoned. The best you could hope for is Cutler if past performance is any indication.

It's not different for a Supers game. It just takes the problem(too much onus on the GM to make arbitrary rulings) and magnifies it. Nearly every character will have 2-5 powers that have to be built using GM adjudication. Taken to the only one limitation goal, this will apply to every power build in the campaign that has any limitations. The GM will have to track all this and track how each individual power interacts with the game mechanics by memory or by referring to a copy of the character sheet. Said character sheets will be incredibly complex as there is no common format for the way powers work. I see the intent here and it is possibly worth a try with an experienced GM and trustworthy players who have played some time together. I don't think this can work as a product for sale. Everyone has house rules but house rules by definition appeal to a niche market within a niche gaming industry. I wouldn't try to market mine either. The game needs the structure to appeal to a broad base and provide ease of entry.

While I think this idea can work in theory, it has some problems. Firstly, the problem with everyone's laser pistols being different is a real one . Yes, it can be fixed by the GM at character creation but then you have to fix their defenses and their movement and so on and so on. The variety of options Hero provides will result in far too many similar things adjudicated somewhat arbitrarily. Secondly, this places even more burden on the GM. While this might be doable by us longtime Hero grognards, It will be overwhelming to a newer GM. And getting newer GMs is the main problem Hero is facing. Even experienced GMs will have to juggle how they adjudicate new players to avoid the cries of favoritism and inconsistency. Thirdly, I can see a great deal of reinventing the wheel coming. GMs will have to have some guidelines or there will be no common ground to fall back on. There would be no commonality between different games. Characters would have to be redone for any transfer between campaigns and putting out any source material would become a nightmare as all games will be their own niche market. It would be better to start new groups with solid rules and transition them to this narrative style once they become comfortable with the rules. I can see this working well with A GM and players that have had some time together. But it is too ahrd for newbies and I don't think you can keep a company going with it.
