This implies that not all of the movie will be set in the past.

Captain Marvel Synopsis: "The story follows Danvers as she becomes one of the universe’s most powerful heroes when Earth is caught in the middle of a galactic war between two alien races. Set in the 1990s, it is an all-new adventure from a previously unseen period in the MCU."

Avengers: Infinity War: Elizabeth Olsen and Paul Bettany Interview
http://www.slashfilm.com/elizabeth-olsen-paul-bettany-interview/2/

Quote

Bettany: I think the success of the Marvel films comes from the fact that they’re made by fans. They really love those characters. When I first came out dressed as Vision, Kevin Feige nearly cried. I didn’t grow up reading comics but they make you fall in love with your character. They really do. Their love for these stories is really infectious and you become really invested, and there’s a lot of invested people beyond the financials of it all. They really want to do a good job, and I think fans really trust that if they bend things that they’re in safe hands — that the story is in safe hands because I guarantee you it’s made by geeks. This movie is made by geeks. They love them, they feel it when they’re talking about it.

Didn't read a lot of ROM but it was well written and very poorly drawn.  I mean the art was really really bad, like I could hardly stand to look at it.  Dire Wraiths are awesome.

Agreed on both points.

ROM was like Micronauts in that it was much better than it had any right to be based on it's original toy origins.

Michael Golden was the original artist on Micronauts, and his art had this uniquely organic curvature and design that was very cartoony from an objective perspective, but used the over exaggeration to convey amazing action and drama.  Amazing artist.

He also did the original 'Nam run and was the artist on the famous Avengers Annual #10 that introduced Rogue.

One of my favorites of the '80s, next to Gene Day's run on Master of Kung-Fu.
