    The best way to do this is to take recoverable charges on your bow and purchase missile deflections with the special effect of catching the item.  The book states that recoverable charges that normally recoverable charges can only be recovered after combat but allow for exceptions with the right special effect.  Catching an arrow is a reasonable special effect for recovering charges.
     
    If this is a heroic campaign this would allow an archer to simply purchase missile deflection and define it as catching arrows.  In a super powered campaign, the archer will need to purchase his attack with recoverable charges.  
     
    Reflection will work, but only if you are immediately shooting the arrow.

    I like the idea conceptually, but I wouldn't model it mechanically with Absorption or Aid.
     
    Buy an increase to the absorb-destination-power with a limitation "Only if an enemy within X meters used Y active points of absorb-source-power since my last phase".  Obviously this requires significant GM interpretation: bigger X's should reduce the limitation and bigger Y's should increase it.
     
    Spitballed powers:
    Absorb Kinetic Energy - Regenerate 10 END/Phase (APG p114), Only if an enemy within 12m used a Full Move action since my last phase (-½) Counter-Exertion Field - 4rPD, Only if an enemy within 6m used at least 20 STR since my last phase (-½)

    First, I love the name of the town.  🙂
     
    Putting aside typical occupations for a town -- @archer has covered it better than I could -- it seems like businesses to support the tower would focus on collecting/creating "wizardly materials":
    paper/vellum/ink/bookbinding - scribes, supported by spinsters/tanners candles to read them by - candlemakers, supported by beekeepers? flasks/vials/fine metalwork - glassworks/silversmiths, supported by miners? generic "material components" - So many apothecaries, supported by scouts/rangers/gatherers (not sure the correct occupation name), who are in turn regulated by a forester Then again, it's entirely possible these are jobs for which the apprentices are responsible....

    Keeping it simple: the villain takes the character's (full) telekinetic STR as damage.
     
    The target will hit the ground with the same velocity with which they were thrown up. Given they were "imparted" STR worth of velocity, call that STR worth of damage on impact. Conveniently, this is the same effect you'd get from hurling them into a wall (see Throwing a Character, 6E2 p82).
     
    Keeping it complicated: that section has additional rules on whether you're aiming. Hurling the villain at their own hex (DCV 3) is full damage, while hurling without aiming (DCV 0) would be half damage when hitting the ground.
     
    In fiction, I've never seen super strong people throw people up for damage. To deal damage, it always seems to be characters smashing flying/floating characters down into the ground (e.g., Superman-World-Of-Cardboard or DBZ). The fling-them-up maneuver seems reserved for buying time (e.g., Squirrel Girl vs Kraven the Hunter).

    Do people really take Dispel Flight that often?  I never saw it, that I can recall.  It's something one NEVER sees in the superhero genre, either.  Knock the Surfer off his board?  Sure.  Knock Iron Man's jet boots offline?  Occasionally, especially, IIRC, Iron Man II.  Those aren't Dispels, tho.
     
    Also:  can you cite where in the rules it allows a controlled landing with Flight, rather than an uncontrolled freefall?  
     
    Last:  even if it's dispelled, it's pretty rare to take a complicated setup.  It can be restarted.  6E2 has the Falling Table;  it's NOT like you crash instantaneously.
     
    I suspect most of us just see what you're trying to do as just...a misfit.  You're trying to go from A to B when there is no terrestrial path from A to B.  Fine.
    --Flight as an Instant Power.
    --Leaping.  
    --Teleport, with Must Pass Through Intervening Space.
    --how about Stretching, with Cannot Do Damage?  
     
    I think none of us care to bastardize the core concept of Swinging, and the notion of "anchoring to nothing" is just...ehhh...weird.  Not when there's plenty of other ways to capture the idea.

    I am not sure what you mean by this?  What could you do with flight that you cannot do with this?   That couldn't be represented with a imitation on flight, at least?

    Costs END Only to Activate is worth -¼. What you describe sounds significantly less limiting -- especially in the context of an END Reserve which doesn't drop to zero when your character is knocked out. So no, I don't think a -¼ limitation is appropriate.  It feels like -0 at best.
     
    You could combine the two: Costs END Only to Activate (-¼) and Turns Off When END Reserve is Empty (-0). I recognize  this does not build the power you've described, but it has the benefit that no one would bat an eye at the value of the limitations.

    Unless we are talking about powers that cost more than 12 active points, this is purely a completion build vs handwave discussion.
     
    5 point with OIF costs 3.33 so 3, with OIF plus another +1/4 costs 2.86 so 3.  Up to 12 points the savings are the same.
     
    I definitely understand the desire to make things perfect but I think Derek's solution of a Custom is the closest you're going to get from both sides of the discussion.

    As far as I can tell, it works the same. An area-affecting constant power affects anyone who enters it when the enter it, and every one of the power owner's phases thereafter while they remain in it. A Damage shield using area of affect-surface affects anyone who touches it when they touch it, and every one of the power owner's phases thereafter while they remain in contact with it.

    I think the build fine, but unless it's like a cycle from Tron or something, I'd probably require it to take Turn Mode (-¼).

    A PC hero in my current Champions campaign has something similar, though his is a hoverboard bought as Flight along surfaces with OAF.  Seems reasonable to me.  One issue I see is that, if your PC's motorcycle can be taken and used by anyone, the Motorcycle-as-Power (MaP) writeup as shown wouldn't work.  But if your player wants it to only work for him, then it's fine.
     
    Another issue is that, as written, he can carry the motorcycle around with him everywhere - into an office building, up the elevator, into the bathroom stall with him, etc.  As such, maybe it should be OAF Bulky (though this might lower his DCV, I'll have to check the rules when I can).
     
    Another issue you may want to consider, as GM, is how the MaP takes damage.  The Focus rules would give it 14 rPD / 14 rED, but 1 point of damage past that takes it out.  You may want to adjust that (say, it has 8 rPD / 8 rED, and 10 BODY, and may lose some speed if damaged).  
     
    Anyway, those are my thoughts on it.

    Black Widow should be a spy movie variant.  She is a spy and was raised to be a spy (very similar to what was done in Red Sparrow or Atomic Blonde). Looking forward to this.
    I also think Marvel has earned a level of trust. You say their movies have gone off track, but I am not sure I agree.
