    Do either of you have a cite for that?  I re-read Linked and don't see anything indicating that it makes an Attack Action a non-Attack Action.
     
    I thought Trigger would be the way to go... but there's also no text in 4E indicating that it makes an Attack Action a non-Attack Action, either.  Although I would allow it.  5ER specifically addresses this, "...even if activating the Trigger involves an attack or making an Attack Roll, it does not constitute an Attack Action (unless the GM rules otherwise)." (p. 270)

    I would suggest that a Pittsburg resident, walk, drive, or bicycle around town and take pictures of the important locations within the city, for the artists to trace for interior illustrations.  For maps, provide Google Maps Satellite images for tracing for maps and top down images.

    I'm planning on supplying an NPC hero to the project (Lady Heart). Prehaps more if they need it. It all depends on what the campaign book needs.
     
    The spots Lady Heart fills...
     * Healing support hero.
     * Contact with the mystical world.
     * Contact with college/young adult world.
     * Protental romantic partner character. Or friendship partner. Depending on story needs.
     
    Will be working on hir when I get off my lazy arsh (sorry SCUBA).

    Breaking this project off from the Fifth Edition Renaissance thread.
     
     
    Working Title:  Pittsburgh: City of Champions
     
    Purpose:  Provide a setting and campaign book.  With P:CoC and Champions Complete, GMs and players have everything they need to actually run a Champions campaign.  Bring in new players and folks who want a ready-to-run game and campaign, not a toolkit.  Support with future products, if sales support it.
     
    Format:
    Introduction - Explain where all of the toolkit toggles are set (Silver Age, Standard Superheroic characters, power levels, and so on) History Geography and Government Transportation, Media/Arts/Entertainment, Subcultures Police, Emergency Services, Underworld, Superheroes, Supervillany Places of Interest GMs Vault Villains (include an organization and master villain) Adventures Continuing the Campaign  
    Note that bullet points 2-7 follow the structure of Millenium City and Vibora Bay.  MC clocks in at 135 pages, VB at 157.  Much of the difference in page count is VB's extended GM chapter and adventure seed ideas.  P:CoC would be longer, based on the Introduction and extended Adventures/Campaign sections.  Make the adventure/campaign arc related to why the previous super-team is no longer around and the new PC team has to pick up the mantle.
     
    One concern that I have is that CC only has 64 print copies left in stock, and I don't know if it will be reprinted.  Or possibly I'm an old pencil-and-paper grognard and that's not a big concern, folks today buy the pdfs and, if they want, use PoD or the local copy store for a paper copy.
     
    Funding: Kickstarter.  Based on previous successful Hero System Kickstarter campaigns, rough estimate of $15,000. Start with a nice color cover and minimal B&W interior artwork; stretch goals would add more artwork and then upgrade it to color. Mention (and have) plans for future supplements: more linked adventures, a city development book; also to use Kickstarter.  Maybe have a second adventure arc, linked to the first, at a high enough stretch goal to fund it.
     
    Staff:  Writers. Editor. Proof-reader. Artist(s). Project coordinator.  Mark Rand is providing backgound on Pittsburgh.  Need another writer to do the gamey stuff.  I am neither a writer nor an editor, but I can proof-read and coordinate (I am also qualified to do character write-ups.)

    I have an answer to that question (actually, I've had it since soon after 6E was released):  While Steve, you, all of SETAC, and I have those formulas memorized and can tell at a glance where the old Figureds 'should' be, a new player doesn't have that.  New player - "Okay, I'll make a Brick so 60 STR for a 12d6N attack... hmmm, where should PD/ED/REC/END/STUN be?" 6E made it more difficult for a new player/GM to answer that question.  Same with DEX and OCV/DEC, but to a lesser extent.
     
    Completley minor quibble here (I *like* being able to buy CV separate from DEX) but pre-6E you could technically buy DEX, Only For [OCV, DCV, or OCV and DCV].  I've never seen it, and without an official Limitation value the debate on the correct value would be hurricane-strength, and it gets klunky with Aids and Drains... but it was RAW-legal.
     
    Side note:  I think the authors forgot the severing of DEX and CV, at least for a while, in 6E characters.  Kinetik's Dizzying Spin DEX Drain?  Sure, it makes the opponent slower to react each Phase, but doesn't do a thing to OCV/DCV like it would have in 5E and earlier.

    Once.
     
    At this point, get him alone before or after a session and say "we have done this X times already, and I nees you to be aware of how this is both changing the game on the meta side- not through player agency, but by having to constantly,change the world to work in your new guys- and I need you to be aware of the negative impact all of this- the stopping, the changing, the rewrites, and even your dumping on everyone else is impacting the game and everyone else's enjoyment of it.
     
    We Will make a change, _one_ more time.  What I strongly suggest is that we don't do it tonight.  Soend a couple of days really thinking about the character you want to play for the rest of the game; you are familar with the world and the story now, so really think about the character that you would like to see in this world.  Come up with some thoughts on how he ties into the world and even the story so far, and get back to me.
     
    We Will change you out one last time with this character.  I do _not_  want to, but having gone through this X times,now for this one campaign, if you cannot settle on a character dor the rest of the game, I can structure a side-thread that lets us run your new character  independently of the group, or I can write you out.
     
    I _mean_ it when I say I dont want to so either of those things,  but at this point, it may be better for you, me, everyone else, and the game at hand for youbtobsit this one out and wait foe a game that is more to your taste."
     
     
    And yes; that is something of my standardized speech for problem players.  And yes, I have had players get back to me having decided to sit this one out and wait for the next one.  It is disappointing, but generally, it is a net win for everyone, including him.
     
    And yes; I have permanently lost four or five players over the years as a result of this conversation,  but I can honestly say that I haven't lost any that I missed having at the table.

    It's listed in Champions: New Millennium, at a cost of 2 PP per Mach up to Mach 4 (atmosphere) or Mach 10 (space).  Given that Energy Blast is 1 PP per die, that 2 PP would convert to 10 points per Mach. Though I admit I know nothing about Fuzion rules.

    I have always used Hit Locations in Fantasy, along with Bleeding, Impairment, and Disablement.  If I ran a campaign that did away with the last three, I'd consider doing away with the first one as well.
     
    In Champions, Activation Rolls.  Which brings up an interesting situation - if that VIPER agent you're targeting with your 12d6 [insert Special Effect] EB has 9/9 Resistant DEF with a 14- AR, if you miss the armor then you just did over half the agent's BODY on an average roll, while if you hit the armor the agent is Unconscious and out of the fight (but no BODY taken) on an average roll.
     
    Which leads to an interesting question:  has anyone used house rules for *targeting* the armor?

    So I was re-reading 5E Champions.  In that book this tactic is called a "Sucker Attack".
     
    I won't reproduce the text.  The technique is to get between two enemies and wait for one (or both) to attack.  The character must have a Held Action, then Dodges (Nightcrawler would of course bamf out).  Make the normal DEX vs. DEX roll to go first; if the dodger loses the first attacker's attack happens before the dodge (rather than the normal 'Abort to a defensive Action automatically goes off first', but this is an offensive use of Dodge and so seems reasonable).  If the dodger wins the contest, the attacker makes an Attack Roll using only OCV (no CSLs, maneuver bonuses, or suchlike) against the second attacker's DCV.

    If I had a player routinely using a tactic like this, I would be inclined to flesh out how it will work.  Perhaps the NPCs make PER rolls opposed by Nightcrawler's DEX roll to notice his last-minute disappearance before attacking/pulling the trigger.  Even trained (agent-level or higher) soldiers will find this difficult given Nightcrawler's agility, and that is probably fair.  Then we need to figure out the OCV of the shooter (0, since he was not aiming at his teammate?  Is it a surprise move if the target misses an opposed roll with Nightcrawler?) and DCV of the target. We also need to assess whether this becomes more predictable with re-use on the same opponents, if opponents have been briefed on Nightcrawler's tactics or even if this tactic becomes more broadly known due to media coverage of Super-battles where it is used.

    I like the Cult of the Anvil.  Makes perfect sense.  "You taught one of the Hidden Mysteries to a *human*?  You know the penalty... [sound of steel sliding out of a scabbard]"
     
    In Harn, the Khuzdul (Dwarves) are the master masons.  Sure Humans build keeps and castles, but... want round towers instead of square?  Want the best quality and defenses?  Hire a Khuzdul to oversee the project.  (They have a double-tongue-and-groove technique that makes the strongest known stone wall.)

    To me, that's a tactic Nightcrawler uses, not a power that he has.  I think you have it right - he teleports between two NPCs and bamfs out as they attack.  The effectiveness depends on the NPCs.  Are they trigger-happy?  Probably works.  Are they trained soldiers?  Probably won't work (maybe the first time...)

    The dwarves loved the Noldor because the Noldor loved to work with metal. The thing is the dwarves are renowned for their working of metal. Just like the real world where one culture excels at a certain task doesn’t mean that no other culture doesn’t typically do it. Off the top of my head look a archery. Dang near every culture has a bow of some sort however a Sioux Bow is much different than an English Lowbow and a Mongolian horse bow is different than a Samurai bow. 
     
    (Did I mention that I had an evil group called the Cult of the Anvil that was jealous of any dwarven techniques that were shared to non-dwarves?)
     
    in a world with stereotypical dwarves I would see mining would be like this. Dwarves excel at mining and rather enjoy it. They are the best at reading the land so to speak and take their time to build incredibly sound structures. By comparison humans are rank amateurs. Human can and do mine but not as beautifully as dwarves and don’t have the experience in building or patience either. Elves? Naturally they could mine if they wanted to and had to but probably culturally a minor taboo against it. Also why mine when you can trade with dwarves and humans that will do the dirty work?
    I also thought of having a game where humans can’t be magic users. It ends up bad for them. However elves can be because that is part of their nature.

    That works too.  But it's definitely not a half-Phase attack, at least at longer ranges (98/115mph = 44/51 meters per Segment), it's remotely controlled, and there's a physical structure that can be damaged or destroyed.  Once you add Limitations to reflect those things, IMO it's easier to do a vehicle write-up.  But that's just my preference.

    Anyway... Since elves (and others) usually appear in a setting where humans numerically dominate, one might als0o ask, "What are humans like?" Assuming you mean your elves to be more than just pretty humans with pointy ears.
     
    Back when I ran my 3rd ed D&D campaign, I thought the text in the "racial template" for humans was dull, so of course I wrote my own. For your amusement, here are the sections in which I tried to describe what I see as the most essential features of human mentality and society.

    HUMAN
    ...
    Personality: Status drives many human endeavors. Humans are the most political race in the Magozoic Age, which probably accounts for their continued dominance: No other race can organize into vast, structured hierarchies the way humans do. Only humans build empires.
     
    Humans invent many ways to symbolically assert power over each other: aristocratic lineages, rules of precedence, money, religious taboos, gossip, law courts, potlatches, elections, ethnic jokes, professional guilds and dozens of other methods. Humans also feel the biological drives for sex, sustenance and survival, of course, but even the most basic desires tend to get mixed up with issues of pride and prestige.

    Time Limit is what I'd go with, say for one minute on two Charges. Fairly straightforward, isn't it? 6E1, p. 346 has a HKA as an example; is the recommendation to not allow it from CC, or ... ?

    If you have, here's how you can find out and fix it. From the drop-down menu by your username at the top right corner of this page, click on Settings. Go to the bottom of the left-hand menu, and hit Signature. Above the box for your signature there's a toggle for View Signatures?
     
    Mind you, I view the website on a computer. I don't know if all that works for a mobile device.
