    I just read yesterday's update from the server admin on the COH Discord group and his team is validating what they have on their hard drives and working on a plan going forward. He admits that he panicked and took everything down prematurely. There is still hope and they aren't giving up.

    I don't know if these count as tactics or strategies (I never could keep their differences straight).
     
    Keeping in mind I only run Champions games...
     
    Moves that I've seen players use:
    Shrinker with no-range small-dice Continuous NND attack.  Lands on / clings to middle of target's back (so he/she can't see and is almost impossible for said target to attack the PC) and then "stings" the target.  Move onto next target, lather, rinse, repeat. PCs find a way to make a foe go Berserk... and then the PC Teleporter uses his teleport UAA to repeatedly put the berserker facing his friends (typically behind said friends so they're at a lower DCV) The ever-popular "I Entangle the bad guy so my more powerful teammates can dogpile on him."  Especially when the Entangle is transparent to damage, or a mental entangle. PC having TK with Reduced END, a bunch of CSLs, and Rapid Attack.  Multiple-Attack Grabs 2-3 foes at once and lifts them up, preferably facing away from the heroes.  (Facing straight up works well most of the time.) Moves I've used against players:
    Variation on Move #1, but with the Shrinker having Mental attacks.  And if the bad guy is the shrinker, he can also cling to normal bystanders, so the heroes won't throw out a bunch of AoE attacks. Move #3 above works great when you have agent-level characters - one well-placed, well-timed Net Grenade can do wonders, and teaches the heroes that they can't just ignore the agents. Tactically-minded foe uses invisibility / cover and holds his action to watch what the PCs are doing, especially if they're setting someone else up for a  pounding, and then uses his powers to derail the PCs' strategy.  For instance, PC #1 entangles Bad Guy #1 immediately after BG #1 acts, then PC #2 runs up and begins a Haymaker.  So Tactical Bad Guy #2 targets his Double Knockback Explosion attack right between PC #2 and Bad Guy #1 - which both screws over the hero's Haymaker and frees BG #1 from the Entangle. Bricks with lots of Running and CSLs - Multiple Move-Throughs, baby!  Especially if the brick has a teammate with a decent AoE Flash attack.  Sure, the heroes may have enough Flash Defense so they're only blinded for a Segment or two, but sometimes that's all it takes.  I did this once with Bulldozer, he plowed through three heroes and CON-stunned two of them.

    I don't make apologies for hating modern society's apparent _need_ to tear down their heroes.
     
    I will offer an explanation for my hate, though:
     
    I believe in the value of good people.  I believe there are people who will stand in the face of insult, attack, and denigration because none of these things change the value of doing the right thing.

    While I use PRIMUS, the source of Cyberline is somewhat less Iron Age dark than what was presented in the 4th edition book, or at least I think so.
     
    Since I like adding some bits of Marvel and DC into my versions of the Champions Universe, the original source for Cyberline is Steve Rogers (aka Captain America). He was found frozen in the 1960s and brought back to America, but he remained comatose after he was thawed out and revived. He's been receiving regular care in a military hospital ever since, his body remaining in peak condition, seemingly ageless. Blood and tissue samples were taken from his body back in the early 1970s which formed the basis for Cyberline.
     
    I hint now and then in my campaigns that someday he will wake up.

    Still not clear on UOO for Teleport, but I did it as a Summon instead, given the Staff has a point total for its effects...  +4d6 HKA, 2m of Stretching, both Zero Endurance, and +1 OCV, based on the Quarterstaff in the rules....  Also using Physical Manifestation, but listing it at the -0 level...  I'll have a 400 point character build, once I work out his Complications...

    Background: Bored, bored, bored.  For almost her entire life, Charlotte Dodge was bored.  She was bored growing up as the spoiled daughter of wealthy parents.  She was bored during college, even though she amused herself playing lots of nasty pranks on her sorority sisters and social circle.  And she was bored after she graduated, helping her mother with charity work and being a sought after heiress. When her parents both passed away unexpectedly, Charlotte expected to have more fun.  But she found even spending lots of money on parties, traveling, and debauchery didn’t thrill her.
       What did excite the young woman, though, was watching the exploits of superheroes, particularly when they fought supervillains.  And the more she watched the highlights on the news, the more obsessed she became. Charlotte became resentful that she didn’t have superpowers. Then one day it occurred to her that she could have powers of a sort, if she put her mind to it.  Charlotte dedicated herself to learning about gadgets, electronics, computers, and other things that could help her build devices to mimic superpowers. She found new purpose.
       Dressing up as a mix of a Lewis Carroll character and a stage magician, Charlotte debuted her gadgets when she ostensibly tried to steal a collection of first edition children’s books on display at the New York City Library.  Her real purpose was to cause as much mayhem as possible to attract a superhero. And she did. The costumed avenger Darkwing thwarted her scheme, but Charlotte Dodge had never had more fun. And her gadgets took even the crimefighter by surprise, allowing her to escape.  
      Calling herself White Hare (or sometimes Spellbunny or March Rabbit or any of a variety of bizarre nicknames), Charlotte now considers herself a supervillain.  While her capers can seem whimsical, many have caused quite a bit of destruction or death. She has yet to actually succeed (usually, she thinks, because of some ill-timed bad luck), but she shows no signs of slowing down.

    Personality: Charlotte Dodge is no longer quite sane.  Her extreme boredom and her spoiled life caused her to never fully mature emotionally.  And the thrill of being a costumed villain has only exacerbated her negative character traits.  She enjoys matching herself against superheroes, planning elaborate themed crimes, and devising new strange gadgets to unleash upon unsuspecting victims.  She enjoys these things so much, that she really can’t stop, even if she sometimes thinks that what she is doing is wrong. White Hare doesn’t care if her schemes hurt innocents or other people because she hardly thinks about other people at all.  All she thinks about is how to steal as many faberge eggs as possible, break up an Easter Parade, or kill a Lewis Carroll detractor in as public and ridiculous way as possible. Her schemes seem random, but White Hare actually only plans crimes built around what she considers an appropriate theme.  It isn’t always clear what her overarching theme is (and it can shift), but it usually involves rabbits, literature (particularly children's literature), or stage magic in some way.

    Powers: White Hare is a skilled thief, above average athlete, and self-made gadgeteer.  All of the weapons and tools she uses to commit crimes are designed and made by her (usually even her hirelings use weapons she has created).  Her favorite gadgets are a trick umbrella that shoots bullets or energy beams, bombs that glue people to the floor, or a vest that allows her to turn herself invisible.  She also has created a pair of boots that allow her to leap great distances (just like a rabbit, she says). She is quite wealthy and could conceivably find ways to make an unlimited variety of gadgets as she gains more experience as a villain.

    Appearance: Charlotte Dodge is a very attractive, fit young woman in her 20s with reddish blonde hair, light skin, and bright blue eyes.  As White Hare, she has worn a variety of costumes, ranging from a mix of rabbit and stage magician elements, to Alice in Wonderland dresses, to just a revealing bunny leotard.  Her most common outfit is a white leotard and vest with a blue jacket, white boots, white bunny ears and tail, a big pink bowtie, and white makeup just on her face.
     
    Notes: A slightly different take on the Marvel villain White Rabbit (enough that I changed her name, although I'm happy to admit this is a very derivative idea).  Creating crazy Batman-like villains isn't that much fun in this system because of how complicated even relatively simple gadgets are to make, so I tried to spice her up some by making her more of an adaptation of the Gadgeteer archetype in the Champions book.

    Yes.  Can you guess his inspiration?
     
    Well, at least for the name.  My character is a Russian scientist with a superspeed suit who is the enemy of Accelerate and a thief.  He's all statted up, but I haven't done his full bio yet.

    Gabriel Sandoval was a low level tech for VIPER at a nest in Madrid. During an UNTIL raid Gabriel attempted to find his wife and fellow tech Gia and as he ran towards her a huge explosion rocked the facility. She was crushed under rubble right before his eyes. He managed to escape capture and also took with him a prototype laser sniper/cybernetic hud interface called the Basilisk. Now known as Red Eye Sandoval uses the high powered weapon and bleeding edge targeting system as tool for revenge against UNTIL while also on the run from VIPER. He keeps a ragged scrap of his wife's dress that he pulled from the wreckage tied around his arm as a constant reminder of his mission.

    If you have Mind Scan, here's a tip:  scan villains the first time when you have them in line of sight.  That way, at that time you'll have no penalties for number of minds in the area (you're scanning one mind); once you've Scanned them you'll have familiarity with their mind, and can get a familiar mind bonus for next time you scan them.  If there's a teleporter in the group, scan them and maintain the scan as long as you can.  Buy levels with your Ego Roll so that when they do teleport, you're less likely to lose the Mind Scan.  
     
    Here's one I've wanted to try: when the villains are in an area doing their crime, back off and let them steal the thing.  Then follow them.  Mind scan their teleporter as above, if necessary.  Once they're away from the city, preferably closer to their own base, then show up and start pounding on them.  Alternately, follow them and engage over an unpopulated area.

    A very simplistic way to put in "saving throws" for that one race is to required purchasing the 10 point immune to all poisons but have it activate on 11 or less.
     
    For more granularity, I suppose weak poisons could be at 14-, medium poisons at 11-, and saves for strong poisons at 8- and package that together at the same cost as the 11- for everything would be.

    I actually thought of a way they could salvage this  for me emotionally. It requires Rey becoming more of a Mary Sue but that ship  seems to have unlimited cargo capacity so here goes:
     
    The Jedi have long preached denying their emotions and channeling the Force as  pure thought while the Sith use the Dark Side by harnessing their negative emotions to fuel their power. I'm sure this has been done somewhere in the EU but what if Rey discovers the ability to harness the Force through her positive emotions and then combine that with her controlled dark emotions. She could become a true force master and invent a new way with a balanced relationship with the Force and life. Incredibly cheesy but It is a movie for kids and sets the SW Universe on a hopeful course.

    I couldn't sleep tonight and I was thinking about the conversations we had here over the weekend.  I wrote up the following to talk about the effects of Mythic Breaches and how normal humans perceive them and the creatures that come through.
     
    I think I'm happy with this as an explanation as to how the Blooded world has evolved to incorporate the occasional encounter with mythic creatures.  Encountering a mythic creature is still a very uncommon event and not something the average normal human would do, perhaps ever.

    Mythic Rationalization
    The world of the Blooded is like our own world; there are subways that transport people beneath the city streets, people work day jobs, have children, and love one another. Where the world of the Blooded differs is that magic is real, not only is magic real but so are manticores, chimeras, and orcs. These Mythic creatures arrive via Mythic Breaches, tears in reality which gate in creatures from another time and place – these Breaches can occur when Blooded magic goes awry. The world is not overrun or inundated with these creatures as the Blooded themselves have laws and groups like knights and Breach Hunters to deal with Mythic Breaches and their results.
     
    Also consider the following when dealing with the fallout of a Mythic Breach:
     
        – The Lost Legion actively attempts to recruit Mythic creatures who arrive via a Breach
        – The Continuum hunts down Breach creatures an attempts to erase them from the timestream
        – The Crimson Cabal hunts Breach creatures for material components
        – The Clockwork Union collects and studies Breach creatures
        – Mars Industries is capturing Breach creatures for genetic engineering
        – Witch Hunters will gladly hunt a Breach creature
     
    Mythic Rationalization is something that almost all normal humans do when confronted with magic or a Breach creature, they rationalize the encounter away. It is the same mechanism that allows people to do seemingly irrational things like ignoring the evidence of the health effects of smoking or the impact global warming has on our planet. The human mind is a capable of rationalizing away a great deal of logical inputs and facts so that normally rational people can have quite irrational views.
     
    A normal human being in the world of the Blooded will go to great lengths to explain away an encounter with something mythical. They will convince themselves that there was a movie shoot nearby, that some guys were running around in masks, or that they saw a lion on the streets of Manhattan and not a manticore. This rationalization extends to photographic and video evidence as well as recorded audio. So powerful is the need for the human mind to rationalize away the encounter that a regular person will go to great lengths to explain what they saw in terms that make sense to them.
     
    In game terms almost all normal human NPCs have the following Psychological Limitation worth 15 Complication points:
     
        – Psychological Complication: Mythic Rationalization (Uncommon; Total)
     
    Obviously, there are exceptions to the above rule, Witch Hunters would not have this limitation nor would members of the Clockwork Union, Continuum, and so on. The vast majority of humanity does however posses this psychological complication.

    With New York being decimated by a plot by Dr. Destroyer and rebuilt by Franklin Stone (A.C.I.)Now known as Century city with Franklin Stones influence and backing his baby Washington tower is up and running.Throwing a grand opening party with the most influential guests (over 300 guests)Unknown to everyone they are about to get unwanted guest as a new Deathstroke organization hold the party hostage (terrorist or something else)and who are they working for or with?The good news is the PCs are there the bad news is the are in their secret IDs and they have to protect 300 people as well as what inventions or experiments ACI has in there.
