There was a (5e) writeup for a flamethrower in Dark Champions. It was written up as a multipower, with one slot to represent a normal flame attack and another to represent hosing down the area with fuel and then lighting it. The flammability of the fule tank was treated as a Side Effect (IIRC).

I've modeled that with the variant Enraged rules from the APG. When it triggers, he immediately goes fully defensive and gets behind cover if possible.

I'm not sure how, "Must cross intervening space" limits this power. Don't all (non-Indirect) attacks have to travel from the attacker to the target?
("Must cross intervening space" is usually found on Teleports that represent rapid normal movement.)

Well, you also have to decide if you need to model every power the character has ever used (which can be quite expensive), or only what they use on a regular basis.

Hero will only make a 6e version after the 5e version sells out, and even then only if it sold out quickly enough. Certainly not until 2012 at the earliest.
