I think it's possible, but tricky. You'd have to place some restrictions on the PC's character build, preventing stop-sign powers that would break the adventure or otherwise restricting their use. Each NPC (or group of NPCs) would need explicit explanations of their combat tactics, what they know (in case of Telepathy), and how they would respond to Presence attacks. Player skill use would need to be codified (including which skills could not be used in a scene). It would be a lot of work, and I'm not sure it would be worth the effort.
