Linked and Inherent questions.
1. Can you Link a power to an Inherent power (either with or without limitations like below)? 2. Can an Inherent power take a Conditional Limitation like "Only In Intense Magnetic Fields"? Thanks!

Adjustment power question restated
Per 6e1p166 ABSORPTION AS HEALING Characters can use Absorption as a form of “healing” by having it feed the Absorbed points into BODY and/or STUN. As noted above the damage from the attack applies first to reduce those Characteristics, then Absorption applies to raise them again. The points of BODY and STUN gained this way fade at the standard rate for the power, but can still in effect serve as short-term “healing” by temporarily counteracting injuries. So if Brawny with 6 pts of Absorption (not usable as a defense, non-persistent) to Stun, 12 def, and had 10 stun left and takes a 12 Body/24 Stun KA. The wording indicates that Brawny would absorb …

Adjustment power questions
If the absorption is NOT bought as a defense, what happens when you have two applicable absorptions working? (i.e. Brawny has two separate absorptions against physical body. He has 6 absorption go to aiding Body and he has 6 absorption aiding Stun. Brawny gets hit for 9 physical worth of Body. How does Brawny absorb the attack?) If absorption is non-persistent and he goes unconscious after absorbing an attack but before the absorption goes to his stun, are the stun points lost? How does the fade rate affect 2x cost characteristics vs 1x cost characteristics? AFAIK, the rules denote that the aid's effect is halved on certain characteristics, but does not n…

Changing SPD
Good day. I’m a little confused about the rules on changing SPD. 1) The rules state that a character can voluntarily change SPD, but cannot act until both SPD values “would have had” a phase. So just to clarify, let’s take an example. A character changes his SPD on segment 2 from 6 to 3. That means he would have had a phase at both SPD values on segment 4. So does he act on segment 4, or segment 8? 2) Does the same procedure apply if a character’s SPD changes due to an Adjustment Power? Thanks!

Inherent powers in Foci?
in 6e1, Inherent requires also applying Always On. Always On is forbidden for a power with the Focus limitation. Is there no way to build a Focus with a power where that power is Inherent to the existence of the Focus itself? For example, a power that represents a physical quality of the material/object in question (and is thus not adjustable)...

Autofire and Hit Locations
Steve, I am sure I am missing something, but I cannot find any guidance on using Auotfire in a Hit Locations game. In short, do you roll a different Hit Location for each shot that hits the target or just one location for all shots? Thanks.

Dismissible Area of Effect
1) A character has an Entangle, Area of Effect, Dismissible. When he chooses to exercise the Dismissible option, does that remove the entire Entangle, or can he choose to free selected targets? 2) Does the Selective Advantage change the answer? Thanks!

Healing and Summon Creatures
If you have healing (say you are a cleric) and you summon devas who have healing, do the two healing powers stack for the total they can heal?

PSLs and CSLs on Vehicles with Multiple Weapons
If a vehicle has PSLs (say a targeting computer that provides +4 vs. Range Mods), and that vehicle also has multiple of that same weapon, does each one get the +4 or is that split among the weapons (so each one takes +1, or if only two are firing they each get +2)? Similarly, what would be the case with CSLs?

Shrinking and Dealing Damage
Hi Steven I have a character that can shrink down about 4 inches. The character can fly. The flight is linked to shrinking, in words the character can only fly while shrunk. The character is armed with (real weapon) assault rifle which is ranged killing attack. If the character is shrunk, does the size have impact on the damage output of the assault rifle? To me, it would because the character is no longer firing 5.56 mm round at normal size but rather miniscule that the target may or may not even feel. The rules are silent on this which to me implies it does not have an impact. What is your opinion on the issue and how it is intended …

Minimum end cost per phase
Is there a minimum end cost per phase? Actually let me rephrase this: The basic maneuvers. Do they have an end cost in and of themselves? For instance, if you don't move and do a dodge, does that cost end? The martial maneuvers. If you don't use any strength, do they cost end? For instance, if you do an offensive strike without paying any end for strength. Is there a difference in end cost for a martial block or a block? (Assuming STR costs 0 end). This question is here because there are people who say a regular block costs a minimum of 1 end but a martial maneuver (thus martial block) costs 0 end. If all you use are charges during …

Naked Advantages Cost Issue
Good day Mr. Long! I have a question for you. I have the following two powers. 15 Barbed Scourge: Killing Attack - Hand-To-Hand 1d6, +2 Increased STUN Multiplier (+1/2), Armor Piercing (x2; +1/2) (30 Active Points); No STR Bonus (-1/2), Reduced Penetration (-1/4), No Knockback (-1/4) and 16 The Lash of Conscience: (Total: 33 Active Cost, 16 Real Cost) Killing Attack - Hand-To-Hand 1d6, +2 Increased STUN Multiplier (+1/2) (22 Active Points); No STR Bonus (-1/2), Reduced Penetration (-1/4), No Knockback (-1/4) (Real Cost: 11) plus Armor Piercing (x2; +1/2) for up to 22 Active Points of Barb…

Opposing PRE Attacks
In the case of a target getting hit by two opposing PRE attacks, how would they be resolved? Example 1: A Vampire Lord appears and uses a terrifying PRE attack on a fighter and gets +30 over his PRE, but a priest ally uses a bolstering courage PRE attack at the same time, getting +20 over the fighter's PRE. Would the terrifying PRE attack be reduced to only +10 in effect? Example 2: An ogre appears and uses a terrifying PRE attack on a fighter and gets +10 over his PRE, but the fighter's sergeant uses a bolstering courage PRE attack at the same time, getting +10 over the fighter's PRE. Would the terrifying PRE attack be cancelled out or would both …

Does Multiform Turn Off Powers?
A character has a Constant or Persistent power with a lengthy startup time (Resistant Defense, for example), and also a the Multiform power. They have their Resistant Defense power up and running and then choose to Multiform to their different form. When they revert back, do they have to restart the Resistant Defense from scratch? I.e., when you Multiform *out* of one form, does that "turn off" all powers that form has?

Very Slow VPPs
6E1 says that a VPP normally takes "between a Turn and a Minute to change", and gives the example Control Cost Limitation of "Only Changes Between Adventures (Takes Days)" of -1/2. Because of that example, does that preclude someone from putting the Extra Time Limitation of 'Takes 1 Day(-4)' on the Control Cost? I presume so, but would like something more official than my presumption.

Mind Control
I know that if a Mind Control roll fails the target is aware of the attack. If Cumulative has be purchased on the Mind Control and it takes two rolls to achieve the desired level would the target still be aware of the attack after the first roll?

Granting Negative Characteristics
So one of my players came up with the idea of taking negative characteristics as a power and then grabbing the Usable as an Attack to transfer the negative characteristics to other characters. As an example... Character has STR 60 with Negative Characteristics of -40 STR as a power that's usable as an attack, so in reality he has 20 STR but can make other characters suffer -40 to their STR without taking the Drain power. In my mind this is more so him trying to game the game by not building it as a Drain but as far as RAW I couldn't see a reason as to why not. So is this a legal combination?

Summon, Automatons, and Followers
I see in the power description for Summon an example of a necromancer creating zombies, which of course are automatons. However, the section on automatons says you have to buy them as Followers. So do you need to purchase both Followers and Summon to create automatons? Context: I’m trying to create a character who can animate non organic rubble (for example) as automatons. So basically, we want him to make little rubble zombies out of whatever happens to be lying around. Any help with figuring out how to build this appreciated.

Foci
Having trouble making a decision on a item a character carries. So the question is if a character needs an item to focus their power, which is in them and not the focus, would the Limitation Focus apply or would Limited Power: "Need X To Use Power" be a better fit. Basically Character X must have carry a teddy bear to focus & use their power

requires a roll on multipower
I am just wanting to make sure I have the correct understanding here. A multipower has requires a roll on both the base and the slots. The slots have usable by 4 others on the powers. My understanding would be, to use the slots, the PC needs to make a roll to activate the multipower and then on the slots each person getting the power needs to make a roll too.

Mobile Area of Effects
So, a question has been raised about mobile area of effect attacks. I know how I adjudicate it in my games which isn't a problem but on arguing about I came up with a curious issue. In the argument, a player wants to stick a darkness field on a target and have it move with them. I, as a GM, would just allow the player to target the victim's DCV instead of a hex and be done with it. The argument about my GM style starts that this is too cheap an advantage to give in play (I really don't care about this part, fun speedy play overrules). To do this, the argumentative poster creates a darkness UAA at range which he says does the same thing as my GM fiat and t…

Extra Time + Damage Over Time (Bubonic Plague)
Hi Steve. I'm trying to reconcile how Damage Over Time works with Extra Time in effects built as multiple- stage powers. Specially I'm looking at the Bubonic Plague write-up in the Bestiary and the Equipment Guide. Each of the four stages of the disease has Damage Over Time with X damage increments, one per day for X days. (X=5 days for Second & Final Stages; X=3 for Third Stage.) No problem. The First Stage has Extra Time, starts 1 hour after exposure. Again, no problem. But the Second and Third Stages both have Extra Time "begins to affect victim one day after First Stage takes full effect, -3." The Final Stage similarly has Extra Time "begins to affect …

Deflection / Reflection and END Cost
If a character uses Deflection (or Reflection) to deflect (or reflect) multiple attacks in a Phase, does he pay END for each attack deflected (or reflected), or does a single END expenditure in a Phase cover how ever many uses he gets in a Phase? I can see it going either way. If I do a Multiple Attack with my Blast, I have to spend END for each shot. However, if I have a force field (Resistant Protection, Costs END), I believe one END use covers how ever many attacks that hit him - at least, until he's stunned or KO'd.

Normal Sight - How is it constructed?
Per 6e1 p209: "The Sight Sense Group provides the following Sense Modifiers: Discriminatory, Range, Sense, Targeting. The Discriminatory effect provided by the Sight Group is not the full Discriminatory obtained by buying that Sense Modifier, but rather an effect of somewhat cruder degree. For example, a character can tell two people apart based on their visual appearance, but cannot always determine a person’s ethnicity or religion through Sight." Also per 6e1 p209: "THE COST OF STANDARD SENSES ... Normal Sight: 35 points" My question: What is the precise breakdown (including the verbiage for the Detect, if that's what was used) of …

Attack question
Looked for a solution in the rulebook and other questions but unable to find one. Working on a character the always sends two attacks. If one hit the second hits, kind of the old double tap. Is the a rule against linking one EB or RKA to another instead of using autofire? Basically the attacks would be the same just use link instead of autofire, thus insuring two strike though damage would be rolled separately.
