I'd have to research the treaties carefully.  The US hasn't flown a reactor in space (AFAIK) but the Soviets and I believe the Chinese have.  At least one of those reactors has come back down, also.

 

A power source that doesn't consume chemical fuel will always win out over conventional chemical rockets, once you get to space.  (So far there isn't a workable alternative technology for lifting stuff to space.)

 

The Dawn mission to Vesta and Ceres used an ion rocket very successfully, using xenon as the reaction mass for the rocket.  A reactor would provide a much larger power supply.  I didn't see what the rocket reaction mass would be, but that doesn't matter so much; the payload mass for a human-occupied ship is so large already that reaction mass is chump change compared to the life support.  I still have profound reservations about radiation shielding for a manned interplanetary  mission, but putting a reactor on board to halve (or better) the mission duration is a substantial step.
