I had to go looking for the source for that.  It's one of the frames that went into the "video" linked below.

EDIT: Relative apparent sizes of Earth and Moon, and some quick-and-dirty geometry, says the camera was about 1.5e6 km from Earth, which is in adequate agreement with the "million miles from Earth" comment in the linked page.

 Cesar Romero as the Red Skull!!   Neil Hamilton (Commissioner Gordon) as the General who hands Cap his missions.    Stafford Repp (Chief O’Hara) as the Sargent who gives Steve & Bucky trouble and never figures it all out.

Reminds me of the opening of The Englishmen Who Went Up a Hill But Came Down a Mountain as they're introducing the various villagers with similar names, so they had to identify each other by their hobbies.

 

"...and there was Jones The Prize Cabbage, which described not only his hobby, but his personality as well."
