    I would argue that just because you have a high PRE doesn't mean you have to use it anymore than a high STR character has to use their full STR.  And remember Acting is a PRE skill, so with a high PRE you could *act* like a inconsequential schlub. 🙂

    Yeah....
     
    That....    That's one of those moments where clean, plain, simple language still manages to pile up into lawyerspeak: that is to say, the inclusion of something that would seem completely unnecessary, which leads to complicating something that should be extremely simple.
     
    So, what that says:
     
    The character may not stop Running until he stops running.
    The character may not stop Flight until he stops flying.
    The character may not stop Swimming until he stops swimming.
     
    More simply: you can't turn off a Power and still be using it.  Now what I just say sounds a little goofy, but the more clearly-stated version of that is "you can't use a power that is turned off," and that's not something anyone would find necessary to say, in light of all the other discussion of turning powers off and on.
     
    So:  If you're running at 100kph, you can't decide to "turn off your running."   
     
    For I what it's worth, I find that rule to be a violation of the spirit of the HERO system anyway.  If some part of my harebrained scheme to take out the villain involves "I accelerate to 200kph, turn off my running, stumble and roll along the pavement in great agony until my momentum is spent," then I should be allowed to do that.  No sane person would want to, but the insane should be allowed to (well, the sane, too; I just don't see it coming up as often).
     
    Now here's the part of that which saw the most discussion at my own tables:
     
     
    I have Flight, 10."  Given the current height at which I am flying, I can fall faster at terminal velocity than I can with Flight.  While dropping onto this strange new planet with my jump pack, the eggheads figure it's best for me to fly to a particular altitude directly over the beacon and _cut the pack_ for a full thirty seconds.   Then fire up the pack, full open to slow myself.  When the G-meter drops to .5, cut the pack again for another twenty seconds; repeat...."
     
    I haven't landed, but I most certainly stopped using Flight-- several times.   The argument can be made that I'm not flying; I'm falling.  So what's slowing me down?  Is the rocket pack some sort of platform on which I've landed and left and landed and left?  Is it "Gliding" like a parachute?
     
    A much more technical argument can be made that the entire process, from drop to planetary touchdown, is "the entire flight."  Problematically, we play that game turn by turn and even phase by phase.  How much END / Fuel Charge should I pay for the five turns it was "off" the first time?  Of the full twenty segments I wasn't using it the next time it was off the second time?
     
     
    Going less sciencey:
     
    "It's no good; I'm not going to make it; too much blood....   tired...    "  Captain Guywitwingz knows his time has come, yet he keeps pushing.  There must be something-- _something_-- one last way to serve his teammates, to thwart the enemy.  Then he sees the child, far below.  His Guywitwingz Vision-- part and universal parcel of the Guywitwingz package he received via that origin he had so many years ago recently, have allowed him to find the child.  He has escaped the Nazis, and is running for his life, but one of them-- one of them is about to stumble across the child's hiding spot!  "I can't.... I can't..."  He knows he doesn't have the END to fly down to the child, grab the child, and fly away.  What to do?!  The world is black, spinning.....   If only he could just stop flying and fall out of the sky, his impressive Guywitwingz physique would sure drop the Nazi in his tracks.    No...  the world just doesn't work that way....   The good captain knows that it's too late now....  without the power to fly down to the ground, he is going to become another of the thousands of floating dead, stuck here in the sky...   He couldn't even wish to be his own headstone for all eternity, because he was either going to be eaten, rot away, or get hit by a plane, eventually.....
     
     
    That rule, at our table, received the ignominious Black Highlighter Award, and has not been uttered aloud since the Ceremony of Deserved Desecration.
     
    It's your game, no matter what, but I would highly encourage you ignore that rule as well, and let, in the oft-oft-oft repeated words of 6e, "let common sense and dramatic sense" be the judge of when a character can or cannot turn off a power.  It certainly seems more right than a rule that says "your common sense and dramatic sense are utter crap; do this instead."

Looks apologetic]  I'm sorry; I'm sorry....  Look, I only just found out I'm evil like.... like, two minutes ago.  I'm not happy about it, but it is what it is.  So, if you'll wait right there for just a few minutes while I do a little shopping [fires different gun].  Crap!  Okay, a _lot_ of shopping-- anyway, I'll be right back, okay? [fires different gun. Looks at carbon copy]  Gawd... so much shopping....  Okay, look, I'll be right back.  Don't go anywhere...!   Wait a minute-- I'm an evil twin!  I can _steal_ the stuff I need!  Sweet!"

    So my friends have been showing me the Hero Forge site, and I confess it was a lot of fun to poke around.  There are ways to make super heroes, if need be. it's a bit clunky , but the 2.0 interface makes if fairly customizable. In the advanced menu you can even get into more detailed poses.  An example with maybe 15 -20 minutes of work

    We will skip over the rules for Grab, CV mods, Resisting Grab and the penalty for Object suitability for Range mod/CV for hitting another person that can generate a DCV, as well as the STR for range based on STR over the STR required just to lift the person/object to be thrown.
     
    6e2 pg 80, mentioned above by IndianaJoe3.
    The Limiting factors for Damage are the DEF and BODY of the object/person thrown and the DEF + BODY of the object/person being hit.
    This demonstrates the idea of throwing a melon against a wall and it splattering everywhere and throwing a spear through a Shōji (look it up) wall.
     
    The Troll (STR 40) picks up a human, unarmored farmer, 3 PD + 10 BODY, 100 kg., +30 STR, can Throw, 6E 81 pg., with a Standing Throw 24m ( 78.7402 ft.) the Farmer into another target, barn door, armored Knight, etc.
     
    Throwing a Character, 6E2 82 pg.
     
    "In either case this typically counts as a separate Attack Action, so it cannot be performed
    in the same Phase when the character Grabs the object/character to be Thrown."
     
    Characters As Weapons, 6E2 124
    "Using another character as a club entails a weapon Size/Shape penalty of -2 OCV (if the club” is unconscious) or -4 OCV
    (if he’s awake). A character used as a missile is neither balanced nor aerodynamic (minimum of -4 OCV)."
     
    Long story short. Troll can do his full STR damage 8d6 against any target, melee or ranged because the Farmer has 3 DEF + 10 BODY, allowing up to 13 d6
     
    The Target and the Farmer both take the same damage roll and apply it to their Defenses and then BODY and STUN.
     
    In the case of using the farmer v. a Barn door, made of just fitted wood planks that is not very solid, let us call it a:

    from 6E FH, 420 pg. a Light Wooden door, with discounted BODY for Poor construction
    meaning 3 PD + 2 BODY
     
    The maximum damage possible is 5 d6.  In this way it resonates with Knockback distance = Throw distance

    i had a character several year ago who has a magical deck of playing cards that could be used as weapons. Mechanically, it was built as two linked Mutipowers. I (the player) drew a card whenever I wanted to attack, and the value and suit of the card told me what powers would be active.

    So modernize it. 
     
    It's not a boxing glove, it's a tiny airbag with a proximity fuse.  Fire it at a person, and just before impact the airbag deploys, spreading the impact surface area across their entire face and, for game purposes, making the attack do Stun Only.

    Me big tech dummy, so I usually just sketch locations with erasable pen on my friend's big plastic hex sheet... or in pencil on a sheet of notebook paper. I expend a bit more efforts on regional maps: I have an antique graphics program called PhotoFinish that has a library of texture effects, so I can suggest mountainous regions, use sand texture for deserts, etc. But still quite primitive.
     
    I also map out buildings floor by floor on graph paper or hex paper. As well as tactical placement (if it matters for a fight), I like to know exactly what is where. They tend to be rather dull layouts because I try to stay plausible about things like heavy stone walls having support underneath them. I sometimes redo these maps with PhotoFinish to share them with players if it's something they ought to know, such as, "Here is the exact layout of the house you rented in town."
     
    For instance, here's the house and shop of the jeweler Plautus Taruntius, part of a block of connected buildings. I expected the scenario would become a hostage situation, so players needed to work out potential angles of fire and things like that. This was D&D, so each square is 5 feet.

    Marlene hesitated. “I'm fine, Jason.” She cut off the connection.
     
    “Well,” Beth Gilbert said. “That was rather... abrupt. ”Marlene felt herself blush under the gaze of the raven-tressed woman. “Anything that you want to talk about.”
     
    Marlene felt her insides clench up, and then she nodded. “Can we? Please?”
     
    Beth smiled warmly. “As long as I'm talking to my friend and not the boss. Since it's personal, I assume you don't want to do it here.”
     
    Shaking her head full of strawberry blonde hair, Marlene said, “No. How about my place?”
     
    “Your place? I thought you'd be staying at the mansion.”
     
    “My place, Beth.”
     
    A knock came from the office door and both women looked towards the redhead that popped her head in. “If the meeting is over and you're interested, Tara, Jessica, and I were going to go get something to eat.”
     
    “I'm sorry, Trese,” Marlene said. She dropped her gaze to the report laying on her desk in front of her. “But I already have plans for this evening.”
     
    Trese frowned. “Okay. Beth?”
     
    Beth smiled at Trese as warmly as she had smiled at Marlene moments ago. “Sorry, Trese. I'm the one she's got plans with. Maybe next time.”
     
    Trese shrugged. “Sure. Maybe next time.” She closed the door quietly.
     
    Beth turned her head back to Marlene. “Problems with Jason and Trese?”
     
    Marlene sighed. “My place, Beth. Seven?” Beth nodded.

    It was a little after seven when Beth rang the doorbell to Marlene's house. It was a Colonial Blue two-story home with a full basement situated in the same neighborhood as her parents' house. Beth wasn't sure why Marlene bought it and when asked, Marlene always claimed it was her sanctuary. When she was Charles' personal assistant, Marlene had lived in the mansion, the same as Beth when she had worked closer with Jason. Beth shook her head at the thought. Jason rarely worked closely with anyone except Warren, Ash and Kris.
     
    Shifting the bag in her arms, Beth was reaching for the doorbell when the door opened. “Hi, Beth,” Mrs. Palmer greeted her. “Let me get the door.” Marlene's mother was what Beth suspected Marlene would look like in another twenty years; still beautiful, but with lines around her eyes from smiling. It was easy to tell they were related.
     
    “Thanks, Mom,” Beth said, stepping into the house.
     
    “What'd you get?” Marlene asked.
     
    “Hunan chicken. The special,” Beth replied.
     
    Marlene rubbed her belly. “I don't think I can handle that.”
     
    “That's probably why I got the beef in garlic sauce. Other than that, white rice, fried rice, spring rolls, and they gave me a tea sampler.”
     
    “Any of the teas you two don't want to try send my way,” Meredith Palmer said. “If you need anything, call.”
     
    “I will,” Marlene said.
     
    “Bye, mom,” they both said, not quite in unison.
     
    Beth took the food into the kitchen, retrieved plates and bowls. Marlene pulled out the silverware. “So where do you want to start?” Beth asked.
     
    “Spring rolls look good.”
     
    “So, you're going to be like that,” Beth said.
     
    Marlene stopped and looked at Beth. “I'm sorry,” she said quietly. “I don't intend to be. I've just had so much to deal with since I got back and no one to really confide in.”
     
    “I'm here,” Beth said. “I've always been here. A phone call away regardless of what side of the country you're on.”
     
    “I know. It was bad enough when it was Jason that disappeared and having to deal with that...Shyft.”
     
    Beth nodded and began pulling food out of the bag. “He disappeared again.”
     
    “What?”
     
    “For five weeks or so after the explosion.” Opening up a carton, Beth poured the rice into a bowl. “White or fried?”
     
    “White is fine with the garlic sauce.”
     
    Opening another carton, Beth dumped her chicken over the fried rice. “He didn't tell anyone where he was going. Went north. Way north. Ended up in Quebec.”
     
    Marlene spooned some rice on a plate, then covered it with beef and vegetables. Two spring rolls joined her dinner. “What was he doing up there?”
     
    “Looking for you. He spent a goodly amount of time looking for anyone who could tell him anything that might lead him to where you were. At least according to him.”
     
    Marlene took her plate to a table for two near the window. She sat in one of the chairs and looked out the window. “He didn't say anything.”
     
    Grabbing a packet of tea, Beth tore it open and dropped the bag into a mug. She slipped it under the coffeemaker. “While you were gone, Jason seemed to have two settings. Focused or depressed. Focused when looking for you. Depressed when he couldn't look for you or didn't have any leads.”
     
    “He slept with Trese,” Marlene said quietly.
     
    Beth took her bowl and her mug. She sat opposite Marlene. “Did he? When was this?”
     
    “January.”
     
    “Let me think. January was when Angelique's father barged into your office and started making demands. Now that I think about it that was also around the time that Jason made all the scars on Trese's back disappear. Kris came into town for that. She stayed for about a week.
     
    “I remember that because Roan tried to resign. That was the day that Jason told me what he'd been doing. Insofar as looking for you, that is.”
     
    “What did you do?”
     
    Beth smiled. “Played the best friends' card, blew up at him, and broke down in my office. I told him to find you and to bring you home. Your mother came to the office to talk to him about you. You need to hide your journals better.”
     
    “Sorry. The cabin burned down and Jason never rebuilt it. That was where Sandy kept her sensitive ones.”
     
    Beth nodded. “Your mom found and started reading. Learned from you what Jason was.”
     
    “Shit. I bet that went over well.”
     
    Shrugging, Beth said, “That's when he gave mom your necklace. So by it she'd know when you were found. After Kris left Leah came into town. I think that was the following week.” She took a sip of her tea. “Hmm. Not bad.”
     
    “What is it?”
     
    “Cherry something. I didn't really look. Just sampled. Want one?”
     
    “Yeah. Just nothing too exotic.”
     
    Beth got up and fetched the tea. She handed it to Marlene. A mug went under the coffeemaker. Beth cycled it for hot water. “Leah went back to modeling. Got resigned. She had a couple of jobs out here so crashed with Jason for the week. That was the second time he disappeared.”
     
    “With Leah?”
     
    Shaking her head, Beth said, “There was a malfunction with the doohickey that Jason had Melner working on. It misfired and Jason disappeared. At least according to him and the building's monitors. There was two of him reported returning.”

    “Two?” Marlene shook her head. “Why didn't he say anything to me?”
     
    “I could ask you why you're not talking to him,” Beth countered.
     
    “He was overprotective. I was stifling. Smothered. I needed to get my head together.”
     
    Beth brought the mug to Marlene. “And have you?”
     
    “Not really. There are other concerns.”
     
    “Like the fact you're pregnant?”
     
    Marlene was shocked. “You know?”
     
    “You rub your belly as much and as often as a pregnant woman does. And since Jason healed Kris, Trese, and Sharon, I figured he did you, too. It is his, isn't it?” Marlene looked down at her plate and nodded. “Does he know?” Marlene shook her head. “You're not being fair to him.”
     
    “I know.”
     
    “Anything else?”
     
    “I lost my engagement ring.”
     
    “He would tell you that it was just a ring and replaceable.” Marlene smiled. Beth's phone rang. She looked at the screen before accepting. “Hey, Trese. She's here.”
     
    “My phone is off.”
     
    “What? TV! Now!”
     
    “What's wrong?” Marlene got up and headed towards the front of the house.
     
    “Super News Network,” Beth said trailing Marlene. “Thanks, Trese.” She disconnected.

    Edit to add:  Note that Strength values for DC Heroes characters (of which the PPG writeups are) are 1/5 their HERO System values, while the other stats will approximate 1/3 of their HERO System values.

    So I have downloaded GIMP and started playing around with some battlemaps for virtual tabletop use. I have not done any design like this in a long time. I don't claim to be a great artist, but I like to make things nice enough to allow easy suspension of disbelief for the players. As such, I would like to know if other do their own battle maps, make do without any, use those that others have made or some other solution? If you make your own, what do you use?
     
    Here is my first attempt, it's a cavern setting that will probably end up being a 2 session thing because of the number of encounters unless the players are very clever or very sneaky. It's set right now for hexes at 5 feet, I'll probably set them for 2m for the conversion, made this to be more generally usable in 5e settings. Feedback welcome, good, bad or indifferent.

    Inspired 100% by Ninja-Bear a few posts up, A pair of "villains" showed up in my last few Teen Champions sessions: "Mista Finsta" and "The GOAT" (Greatest Of All Time).
    They are a pair of 15 year old mutants that are using their powers to become internet stars.  They are social media influencer wannabes that are committing very splashy crimes and posting them online for the attention.  They haven't taken anything expensive and no one has gotten hurt (yet) so they are low on the authorities priority lists, but their antics have spilled over into the personal lives of my PCs.
    Mista Finsta is a teen-hero level speedster with some social media skills, and is honestly the brains of the operation, but is totally over-awed by his partner
    The GOAT (not Goat, The GOAT!) believes he is the best at everything he does, and his powers have even fooled him into thinking that's true.

    Mista Finsta is a pretty generic speedster and I'm basically re-using El Salto's stats from the 5th edition Ultimate Speedster with all powers being "Speed" themed, dropping the Skill Levels (a no-no for most Teens), a couple DCs and with a few other numbers tweaked.

    Background: Izan like to maintain an image as a hardcore, street smart, man of action.  In actuality, he grew up in a posh suburb of Horizen city with his middle class parents and 2 younger sisters.  Already obsessed with the personas and lifestyles of Online Influencers, he now feels like it's his obvious route to the money and fame that will inevitably follow his physical and mental "perfection".  He quickly made friends with another aspiring Teen internet personality in the person of Mista Finsta and the two of them are sure that the next stunt will be the one that makes them go Viral!

    Personality: Ivan feels like the development of his powers was the day his ship came in.  He truly believes that he is in fact the best at everything.  Compared to most people his age, he is and he has never really thought through the implications of his abilities.  When encountering Teen Heroes he will present himself as totally out-classing them.  Initially, it will look like he does.  He is in deep denial that this powers only allow himself to be good at some things part of the time and that even at his best he can't compete with top tier superhumans.  So far he has only tangled with normals and other teens like himself and tends to spout off whenever he runs into someone known for prodigious physical ability.  If attacked in multiple ways (like someone testing his ED while he is focusing on Speed and Power) he will complain bitterly of cheating and retreat rather than deal with "whiners"
    It isn't so much that he is greedy for wealth or fame, he just assumes they are the next thing on the plate for him now that he is the the most perfect specimen of Man there is.  The world won't deny him for long.  Ivan isn't a murderer, and isn't even particularly cruel, but his raging egomania tends to make him hard to be around.

    Powers: Izan has the ability to boost his physical attributes to superhuman level. He can be strong and bulletproof, or fast and smart, or strong and smart, but cannot keep more than a couple of his attributes raised at any given time.  Mechanically, he can keep three slots in his multipower running at a time and shifts them frequently to give him the ability to make whatever flashy display he wants.  In a Teen Hero setting, his boosted abilities should match or exceed most Teen Heroes who emphasize them.  (Teen Hero Bricks tend to top out at around 40 STR, and he goes to 50 for example).  Initially, it really should seem like he can out-perform everyone.
    His stat-boosting is an instinctive action on Ivan's part and he isn't fully aware he is doing it.  He just knows when he wants to be strong, he is, and when he wants to outrun someone, he can.  If he knows himself to be in danger he even instinctively aborts to turning on his resistant defenses.
    So far, Izan has rationalized away the times he has been caught with Multipower set incorrectly to deal with a situation.  He truly believes others were cheating or that he didn't care enough about something to try.   When the day comes that he challenges someone that just plain outclasses him in an obvious way his world view will shatter (assuming he survives)
