OK here's some inside baseball for moviemaking as I understand it.

 

Films have a production budget, which is how much it cost to make (paychecks for everyone, craft services so they can have lobster and champagne on the set, renting locations, CGI costs, etc, etc).  Then they have a publicity budget, which pays for posters, advertising, sending people out to talk about it, purchasing social media presence and trending, distribution, and so on.  The rule of thumb is that a film's advertising budget is roughly equal to the production budget.  So if a film like Suicide Squad is listed at  175 million dollars production, then it cost about that much to promote and distribute as well.

 

So a movie has to make more than double its production cost to break even, in Hollywood accounting terms.

Here's what the post-Batman DC universe movies did worldwide, according to Box Office Mojo:

So they're making some money, especially Aquaman, and the trend is in the right direction.  Marvel's movies are the EXTREME exception in that they almost always pull in a billion dollars, and that's insanely lucrative.  It almost never, ever happens.  Comparing DC's films to Marvel's is like comparing the average fantasy author with JK Rowling.  You don't have to make Rowling money to be successful, she's the extreme outlier.  DC is making money on these movies, they're just not printing money.  And sometimes its a real squeaker.  But while they are generally very disappointing to fans, they are doing reasonably well with world audiences.  Especially the last three.

If the DCEU movies were, collectively speaking, a success by any measure studios use to guide their long-term slate, then WB's DCEU plans would not have utterly collapsed after Justice League. Geoff Johns wouldn't have been removed from his post, Ben Affleck would (probably) still be Batman, Henry Cavill would still be Superman, and you would have seen a Suicide Squad 2 long before a faux "Birds of Prey" movie. International box office (which the studio gets a much smaller percentage of than domestic, BTW) is the only thing that prevented WB from going into full-on crisis mode; but make no mistake, it is the domestic box office, the RT scores, and the awards nominations that determine how successful the studio (and the industry as a whole) believes its efforts have been. On that basis, the DCEU movies were a disaster overall, with only a couple of undisputed bright spots (Wonder Woman and Aquaman).

As I noted and the actual data shows, Justice League barely made any money, and it was supposed to be their tentpole, the mega film that launched the DC shared universe.  They needed a home run to get things going, and got a slow roller that required instant replay to decide was a single.  They bet the farm on that and it barely made any money.  Further, it got savaged by the fans, and was treated like an unmitigated disaster in the press so much so that people think it didn't make any money to this day.  

 

That's why they shifted gears.  Their plan wasn't working and they saw Marvel soaring, so the board of directors were pissed.  They needed a big hit and got a meh.

I am shocked that the lesson WB didn't take out of JL was that obviously people hate a Superman who is actually for Truth and Justice and an actual good guy. Just kidding, but truthfully, this was more of the Superman I wish we had seen in the other 2 movies.
