IOW, it's GM controls that keep the Brick under control. Not game mechanics. The 60+ str brick only needs 3-5 maneuvers for maximum efficiency anyway. Powered Armor is already very efficient. An overall -1/2 limitation on most stats and powers saves tons of points. Especially if you allow them to have ECs as well. It's balanced by the fact that 10-20% of the time, the character won't have the armor and will be SOL.

First I'd like to make something very very clear. I do NOT think the Speed chart is broken. I'm just toying around with a house-rule alternative that I'd like some feedback on. I've given it a good deal of thought, but I'm posting here because the collective HERO mind can come up with any glaring problems it may have. I plan to use it next week. I'm abducting the initiative system from Deadlands and HEROizing it. Each player has his own deck of normal playing cards (complete with jokers). I was working with some spells for a Fantasy Hero game and came up with something that I think nobody's tried yet. What if instead of an AP limit for powers, there was a NCM style limit? In other words, the part of a power bought over a certain AP limit would have double cost. Does anyone think this could work? Has anyone actually tried something like this? I'm specifically considering making a magic VPP double in cost if bought higher than 30 APs or so.

A friend and I, both long time Hero gamers, were discussing Damage Shields. During our conversation, I realized he thought that Damage Shields only cost END on phases in which they were actually hit and the damage shield activated. (Not every phase they are active.) Once I pointed it out, he acknowledged they cost END every phase they are active per the 5th Ed rules, since Continuous/Constant powers cost END every phase. He maintained it was an ambiguous point in 4th Ed rules as the Damage Shield description never mentions END, Constant or Continuous. I’ve always played Damage Shields as costing END every phase. Anybody else out there ever play Damage Shield…

I was writing up a new disease using the bestiary diseases as a template. I did have a few questions. For example, for the NND, can you say defense is "successful CON roll"? What about "Life support (immunity) or successful CON roll (modified by disease point cost/10), whichever the character feels like." Also, the several stages of disease have extra time limitations on them, reflecting the onset time for their disease. I wanted to modify that so characters, at the end of their time limit, could roll CON to 'reset the clock' so to speak. As an example, rabies has a 1 week extra time for the first stage. Okay, lets just stop arguing about what to call the revised FREd. Let's just call it the BBB and be done with it. It's gonna be big. It's gonna be black (I assume) and it's gonna be a book. Just finished playing a game where a character with 15 levels in growth (oh yeah baby, we're talking Sentinel!) grabbed a normal sized character. Now the super sized character (mine), purchased area of affect 1 hex with strength. Anyway the guy I grabbed has a shield that protects him against attacks (I don't know +20Pd/Ed or something on 14 or less). The ruling was made that the shield would not protect against the grab and sqeeze simply because 1. Grabs usually disable the use of all handheld foci (from the book) 2. Logistically I just can't see a shield protecting someone at all from being grabbed and sqeezed by a truck-sized hand (wouldn't the character be…

Stealth Vs Concealment, I have one player that apparently the division between Stealth and Concealment caused him to get huffy (i.e. that one skill does not do both). It doesnt bother me in the least (after all AD&D has HS and MS). but I kinda wanted a bit of an informal poll.

A character with a 1 DC continuous killing attack hits a target. He pays END for as long as he wants that target to take damage. On another phase, can he hit the target with the power again, paying effectively x2 END and then do 2x 1 DC cotinuous killing attacks?

How would you do this power: The ability to pick up the phone (any phone, except maybe cell phones), and have it automaticaly dial the phone nearest (except maybe cell phones) whoever you want to call. This would happend subconsciously for the most part, so the character wouldn't even know where he was calling, only that the phone starts ringing as he picks it up and someone answers (not necessarily the person he wants, just whoever answers the phone that rings).

In the old Fantastic Four, Byrne retconned it that peoples of varying worlds saw Galactus differently, as an entity of destruction. Barring the old "treat it as a SFX" approach, how would you write up an "everyone sees the character 's appearance differently" power? Scott Bennie

I am putting together a being/creature/thing for my campaign that’s only major ability is to dispel magic. But I want to add some flavor to it. Any time said creature uses said power I want it to radiate a sort of super natural field of hostility toward all spell casters. That it to say all spell casters that see this creature use this power (for any reason or on any thing) they will hate and loath said creature. Now should I describe that as a character disadvantage or as a limitation? If it is a limitation I am not sure that it would be worth much because of its limited effect, so I assume it should be a -0 Limitation if that is the route I go. Input? …

How intense is intense heat for life support? Can a super stand in a bonfire? Can a fire elemental stand in a lake of fire? can a sentient ball of plasma stand on the surface of a star? Or does only energy defense protect? (disregard other life support required for examples ie. radiation, breathing etc..) I would just like to know about the heat component. Thanks

I almost always GM heroic-level games, and almost always find that people will buy up their signature skills, perception and so forth to incredible levels if they can. I don't really have a problem with players wanting their characters to be good at what they do, but I have a difficulty with routinely having characters with 21- skills in a world where a 15- skill is world-class. Of course, it's easy enough to command a campaign-specific skill cap by GMfiat, but sticking that sort of rigidity in a game system which is so flexible goes against the grain. How would you do these two powers? 1) Detect the use of an object by sight or touch. Like, discovering the odd object the party found is a ray gun that can be shot by the use of the little knob on the top, only by looking at it. 2) 'McGyver sense' - Detecting how several objects can come together to accomplish something useful, how junk can be assembled into machines, etc. Yes, it's strange.

Yo, Im trying to figure out how to build a taunt attack. Not a presence attack, which was how I built it to begin with, as I was unhappy with the outcome. I want to have a villain that constantly spews insults to make you less effective in combat or when trying to perform skills. Would an "Entangle vs. Sight with a limitation of Only Affecting Skill Use and OCV"? I mean, thats all I could think of and I hate it. Its definately not a mind control attack. I want to create actual penalties with the Taunt. So then I thought maybe some sort of Flash, but I didnt see any way that would work as a Taunt. Hi, maybe it's easy and I just didn't found the entry but how do you build a limb that is basicly an item (something like an cyberarm or as an example from a fantasy novel the silvery mechanical hand like the one from Corum) Actualy the character has lost a real limb (physical limitation maybe?) and now has an technological/magical replacement that can be destroyed. The problem I have is how do I model the Hit Points of the limb and the fact that you didn't get stun nor body damage if this limb is hit in game terms.

Here's an interesting one. An NPC I'm writing up is defined as being a "living psionic battery". One of the effects is that he acts as "static" against mental powers. Now, there are a couple of avenues I could use here -- and chances are I'll go one of those routes (Force Wall to MD, MD usable by others, Change Environment to increase the ECV of those inside, Darkness to Mental Senses...). This got me thinking about the mechanic that would probably work the closest to what I want: 50% Damage Reduction that kicked in before applying MD instead of afterwards.
