Naked Modifiers

I've read the passage more then once, but I still don't understand precisely what these are and how they work. Are they bought as powers by themselves that can link to any other power? Or are they some sort of complex scheme for adding modifiers onto modifiers? I'm lost

Would it be feasible to build an immense power to represent a character's "ultimate last ditch technique" with the entire thing bought with "only when pushing"? I only ask because I recall seing this limitation in FRED, applying to part of a power. Would buying the whole thing NCC work better, working under the assuption that the power decides when it is the last resort and the character can't throw it around arbitrarily?

Hi there, I'm new to this gaming system and had a question for the experts. I am making a High-Powered Kung Fu master for a Superheroic campaign (300+150), and want to give him a variety of theatrical/anime/"wire-fu" movement powers. Is the following Multipower an normal way to use Multipowers? On one hand, it gives me exactly what I want. But on the other hand it seems a bit too powerful for the points. Is it just me, or are the current diving for cover rules very restrictive?? Shouldn't a character who moves faster be better able to dive for cover than a slower one?? My idea ( as a starting point ): diving for cover requires a normal DEX check to move anywhere within your base or current movement rate, -2 penalty for every x2 NC acceleration you would have to do to get there in one action. Thoughts??

How would you build a companion character who exists only in the imagination of the primary character, one who cannot affect the physical world and, though they appear to walk around, can sense only what the character senses? To make things a little more complicated, what if this imaginary character can use their own senses or powers, albeit seldomly, to affect the world? Suddenly their position becomes important, but they must still be immune to most outer effects other then certain mental attacks or magics that pinpoint souls. Here is the question. Do you make a character pay for martial maneuvers twice if they have 2 styles that have different weapon elements? As a quick example, suppose I made a character who is a fencer and a boxer. Would you make him pay for 2 martial strikes, one for using a sword and one for unarmed? The reason I ask is I have been tinkering with a Victorian Age heroic game off and on for a couple years now. Quick question ... in the description of Restrainable, it gives the idea of 'By things other than Grabs or Entangles', and uses Cybernetics which can be shut off or EMP'd. Do you think that would also be applicable to a robot/android/synthezoid/reploid type of character, or is that stretching things a bit?

Here's a quick run down of the character concept just in case someone needs it to help me answer this.. Character is a vampire/werewolf mix, base form is Human and has Multiform (wolf, were-wolf), the largest multiform has 410pts in it (the were-wolf), after the character gains some more experience the vampires half's shapeshifting abilities come into play - adding another form to the Multiform (+5 points)... that's the easy part. I want the third shape to be a Conspiracy of Ravens. So when the characters shifts into the raven they really shift in 32 ravens. Flowing from some discussion in the Absorption thread. We all know adjustment powers caused a lotof concern in 4e, especially in respect of Aid. However, I would suggest that 5th Ed goes too far the other way in some regards, with the result that some power constructs have become impossible to duplicate, and others are more efficiently constructed by building their component parts than using the specific power. Looking at the history of adjustment powers, in 1e, we has Drain and Transfer, and they only worked on characteristics. 2e brought us actual Power drains and Transfers. Could you design a character with two absorbtion powers, one for physical damage, one for energy damage, that are otherwise functionally identical ( same modifiers and dice pool ), with the powers in a framework?? Would this be a viable usage of Elemental Control, given a sfx that the two absorbtion powers are essentially only one power ( the ability to absorb any energy )?? Could you put both powers in a multipower and have whichever one is applicable be used whenever struck by an attack without conscious selection??

If this has been addressed already, please just point me in the right direction. Is there anything to stop everyone and their uncle from using a half move to step from in front of an opponent to behind an opponent and 'attacking from behind'? This is total cheese and I am hoping there is something more substantial to stop it than just crying foul. Since changing facing is a 0 Phase action, does that mean the defender can simply turn to face the attacker? Does that mean the only way to really 'attack from behind' is for the defender to fail to perceive the attacker and not turn to face him or her?

Personally, I don't think anything is wrong with the cost of STR and CON. Unbalanced, yes, but wrong no. I believe the Hero System was designed to simulate an action based fictional environment, in which characters are almost always tough, even if it's not their man thing, so getting a massive point break on those Characteristics that make you tough are just part of the system. That said, not everybody wants to run that kinda game. Both STR and CON are effectively free when you start looking at the Figured Characteristics you get with them. Other than for reading books, how do you come up with a clear standard for how much time it takes to take in something with your senses? I have yet to figure out how to use this with any precision for understanding your environment and the like.

The archer thread elsewhere brings up a point for me, and I'd like to discuss it some. The bow, the arrows. One Power (or Multipower construct if you like) bought with 2 Foci. The bow itself would/could be an OAF. If its taken away, the arrows are no good even though you still have them. The arrows would/could be an OIF (they are secure in the quiver). If they are taken away or damaged, the bow is not very useful. The Power requires both Foci to function. Does it make sense, or no? Consider this archery Multipower. Why is it that, while the vast majority of the HERO rules try to maintain freedom for the character's creator, the rules for boostable charges make a pretty big assumption? I'm reffering to the automatic burnout which is tossed on to any boostable charge power. What was the idea behind including it, and is it really necisary?

This is my first post here so if this issue has already been addressed or if it is out of line then please forgive me. I have been playing Champions ever since 4th edition came out several years ago, I fact I did not even learn about there even being a 5th edition until finding this very site. So my question has more to do with 4th edition. In our campaign we play with the optional rule mentioned in the 4th edition book, that being we don’t play with Endurance (mainly for simplicity’s sake). My collection is pretty near complete (only missing a couple of the new books), so I ought to be able to do this myself. I'm in need of some assistance. I'm trying to build a Chaff & Flare system, built as +1 DCV per charge. But here's what I'm really trying to do. Each charge is +1DCV, but the system can drop several charges with each use (actual DCV bonus probably determined by a RSR - +1 DCV for each success sort of approach). So how would I model that?
