Batman is taking his war on crime to the next level by essentially “franchising” it and drafting, training and commanding a global team of heroes who will answer to Batman himself. The organization is known as Batman, Incorporated. One of the cities a team will be in in San Angelo, California.

The heroes are part of the Bat-Family, the informal name for Batman’s closest allies, generally masked vigilantes who either have been trained by Batman or operate in Gotham City with his tacit approval.

Welcome to the great Midwest city of Votrechoix! Okay, great might be an exaggeration, it's certainly not high tech like Millennium City in Michigan, or got that Southern Gothic meets Florida beach vibe of Vibora Bay, but at least it's not an armpit like Hudson City. It's got the French Gardens (Okay more like a park with a shopping area around it), the Riverwalk, the docks, and quite a few neighborhoods. Sure Votrechoix has seen better days, but it's seen a lot worse. Still, it's going to need you to save it, at least, that's the plan.

One night when Batman was working solo, he ran into a super strong criminal that shattered his spine before unmasking him and tossing the cowl into a ditch. Batman was found by the police and press and taken to Gotham City General Hospital. His cowl and utility belt were placed in the Batmobile, which then returned to the Batcave under remote control. Bruce is now cared for at home by a nurse, home health aides, and a physical therapist. Alfred tends the manor and, along with resident engineer, Bonnie Barstow, the Batcave. There’s also a live-in secretary because Bruce likes to keep up to date on business. Enter the Outsiders, the player characters heroes who join Batgirl in defending Gotham.

A new group of teenage heroes has sprung up in Gotham City. Batman, finding out about this and who they are (to quote him, “I make it my business to know,”) gave them access to Wayne estate, the Batcave, and some gear. All have Batman and Batgirl as contacts.

The campaign is set in Pittsburgh, Pennsylvania using 6E rules. The heroes are members of the Junior Justice Foundation, are in 9th or 10th grade at Taylor Allderdice High School. Power level is Standard, that’s a 400-point base plus an additional 75-points from complications. Needed complications include secret ID and code vs killing. Minor (under 16) Frequently, Minor, should be added in. It is worth 10 points. Close is fine. It doesn’t have to be exact. Allderdice draws its students from the following neighborhoods: Glen Hazel, Hays, Hazelwood, Greenfield, Lincoln Place, East Hills (lower), New Homestead, Point Breeze, Regent Square, Squirrel Hill and Swisshelm Park.
