Special Powers in Power Frameworks 1 2

While re-writing Nightveil, I made the following discovery. It's actually something I used to know, but had forgotten about. Namely, that you are not normally supposed to put Special Powers into Power Frameworks (Elemental Controls, Multipowers, and Power Pools): if you do, it requires GM permission. I think I am going to start enforcing this when I run: a character needs a good reason to have a Special Power in a Power Framework. I'm a reasonable guy, so I don't expect this to actually cause much of a problem. Actually, I expect it to affect me more than anyone else, since I'm the one who loves characters with huge Multipowers. I'll be reviewing my own characters wi…

I have seen a number of systems that try to divorce the AP limit with the Real Cost limit. The problem I have always had was that the most comon was to make the real and active cost 2 per 1 point spent. This seemed way to easy to abuse, then applied the standard 1/2 cost as a control cost So this is what I have come up with You pay for the pool 1 per 1 for the pool. However all the pool does is say how many real points you can put in it. This can not be modified in anyway (no advantages/lims) The Control Cost is based on the highest number of Active Points you want to be able to place in the pool at a cost of 2 AP per 1 real point. This can be modi…

He was kidding, but I am adding on to "playtest" (as an extended joke I guess) Chromatic's "Hillbilly Hero". Base rules: Adding on, you have the following: Characteristics: Muscles - how strong/tough you are, pay 10 points per - to use Muscles, you can add Muscles to Puttin' on a Hurt, 1d6 per each point in Muscles - also used for all kinds of general checks if you try to do something with strength or the like Lightnin' - how dexy/agile/quick you are, pay 15 points per - Lightnin' says how fast you can go; each point in Lightnin' allows you to roll 1d6, whoever has most 6es goes first, if no 6ses or tied, go by 5s, if tied it's just …

Well I'm a new GM (or at least I'm going to be soon). The biggest problem for me is getting the nerve to run, especially since I've never played in HS a game. My gaming group really wants to play in a Champions game, but the only person that have played Champions before are currently GMing a game and he doesn't want to run two games. I'm basically looking for some good advice for a new GM. Especially on getting started. Any help is great. Andrew

Did you catch THIS one? So for one Character Point worth of Power Defense you can block only one point of effect from Drains, Transfers, Transforms, etc., but a whole Negative ©SL! Doesn't that sound a little extreme? I'd probably allow PSLs themselves to be bought for countering any Negative SLs. It seems that this is too broad an application for Power Defense, and certainly on a one-for-one basis! (Oh, and Negative PSLs don't seem to make much sense at all!) What do you think?

What is the Highest Published 5TH ED Dex? Also What is the Highest Published 5TH ED STR? Just curious as All I really need is a name and book. (I have them so finding the page should be easy.) I remember looking through my old fourth ed stuff and comming across a character with over 30 in my Alian Enamies book, but was wondering about 5th.

Saving Throws? 1 2

There's no mechanic in Hero that really represents saving throws, is there? I could be wrong... wouldn't be the first time. I'm not 100% sure they are needed, but I am in a bit of a quandry as I convert some D20 stuff to Hero. Say we have some demons that have the ability to afflict a person with a spiritual disease such as gluttony, or lust. D20 simply states that the demon can do this, the victim gets a saving throw... if he fails, this is what happens. I'm really stuck on how to represent this in Hero. I know there are a few ways, but deciding on the one that I feel will work for my campaign has been difficult. I like the element of chance provided …

I have a challange for you. What is the cheapest way to build a natural immunity to magical effects? It doesn't need to be complete immunity to spells, but it needs to affect all spells benefitial or otherwise.

Has anyone else expeirienced this? After I got and read FRED I noticed that when I watched a TV show or a movie, I'd be unconciously building the characters, vehicles, monsters, in my head. I watched X-2 for example and found my self building the power Prof. X used to freeze the humans at the mueseum.

Super Steve

This may be a crass thing to say -- in fact, I'm nearly certain it is -- but seeing Steve Long mingle freely with the "rabble" here on the HERO boards is akin to seeing an actual superhero wandering about in Wal-Mart. It just boggles my mind. I know he's simply the writer who revitalized the HERO System, and I know he's no huge celebrity, but I still find it fascinating. It's not the fact that he posts on the boards, really, but the fact that he behaves as a normal human being, which is uncommon. For example, over at the WotC forums, normally the only time the game designers show up on the boards is to promote their products. If you want a question answered, you'…

In the manga that I am reading one of the weapons fires a projectile that will follow an evading foe. This is a power that, up until now, the character with the weapon did not realize it had. He stumbled upon how to get the gun to "lock" on to the target through experimentation. Until now whenever he used the gun he had to get the drop on a target or else they'd dodge out of the way. If one of the enemy saw the gun fired at them they would dive for cover and avoid the shot. When the last fellow tried this he dove to off to the side and the projectile turned to follow and nailed him. What mechanic do I used with a ranged weapon to negate a target's effort to dive…

Ekaterina is a rival for my upcoming game. She's about 6 feet tall, a humanoid tiger (don't think furry, think more like kilrathi) She's a mercenary. I want her to be an effective 2 weapon fighter. Anyway let me know that you think.

I'll give some reputation to the first person that completes the following tasks. Build a non-compound attack power that has no advantages and costs 13 real points. Be sure to include concept and special effect behind the power. If you feel up to it, create your own power building math challenge.

The Multiple Power Attack Rule (p.234 in the standard 5th Ed rulebook (pre-revision) unequivocally states that "[a] character can use as many Attack Powers in a Phase as he wishes." The only caveats are: 1. You have to be able to afford the END cost. 2. You cannot mix ECV and CV attack roll powers in this all-out attack. 3. You cannot mix ranged and hand to hand attacks. 4. The attacks must be against a single target. 5. You cannot apply limites combat skill levels to the entire attack if the CSL' are bought only to benefit one power. 6. You take the worst of the OCV and DCV modifiers of all the attacks. 7. The use of incompatible specials effects…

Let's say I have a brick character with 70 strength and I'm up against a 350 lbs man. We're fighting inside of a building. Assuming that the building will not fall if you bust up the walls a bit, is there any advantage to my brick striking the guy as opposed to just grabbing him and throwing him at full strength into a wall?

Just throwing this one out - a supehero who is pretty much the opposite of Peter Parket - someone who is a media darling - someone who gets positive press for basic things. I was thinking a 3 pt perk, but wouldn't mind seeing others chime in with what kind of point cost would be approriate.

Heroes! How do you make a Force Wall that reflects attacks which don’t break it? Cheers!

Recently creating a child DNPC, I thought of this. Children's INT should have the same NCM as adults. Instead they are best represented by having a low number of skills, the Everyman skill PS: Grade School Student (or for younger Preschooler/Tot) and the Phyiscal Limitation: Child Mentality (modeled after Near Human Intelligence for point cost). This is a raw idea and I am curious what everybody else thinks.

We've all heard how almost everything in Hero is completely unbalanced or terminally prone to hideous abuse, often followed by examples that assume the GM is dim, drunk, or mad. So, fellow Herophiles, a challenge. With no house rules, and no assumptions of sanity on the part of the GM, please: 1) List any skill, characteristic, maneuver, or power that could not possibly under any circumstances or in any combination become abusive or unbalancing. 2) Find some way to "prove" that a previously listed item is abusive and unbalancing, and list a rules fix that does not require the GM to exercise his own judgment. So, what in hero is perfectly balanced and absolu…

Ok, lets say I have a character with a 15 STR and a 1d6 HKA knife. So this means he has effectively a 2d6 HKA with the str add. Now let's say that he next gets the martial art manuever Killing Strike that has a the Weapons Element: Knives. Does he get a 2 1/2 d6 killing attack if he uses that manuever with his knife?

Hugh Neilson (I think, possibly someone else but I think him) did a post on the costs of using different dice (d4, d8, d10, d12, d20) for damage. I really need that for Cyber Ninja Pirates, does anyone know where it is? I've tried a few different searches to no avail.

After carefully reading the rules on No Range Powers, and more specifically, how No Range interacts with Mental Powers, it seems that No Range does not mean the attacker must touch the target. Furthermore, Mental Powers have the special "Requires Skin to Skin Contact" Limitation. I was thinking that this Limitation could be slightly expanded, and a new one added, to represent things like Mental Powers that only work when the attacker touches the target. Note, I realize the book says to apply the Attack Roll variant of RSR, but I don't particularly like this method, as the attack roll in question cannot benefit from CSL's, and it takes penalties based on the Active Poin…

I was trying to build a Psychokinetic today, and I realized, TK is really farking expensive. It is more expensive per d6 than any other Normal damage Power. And once you apply BoECV, it becomes ridiculous. Now, I understand that the cost is based on the cost of STR, with Ranged applied. However, I think that this overlooks an important point. Specifically, Advantaged Characteristics still add to Figured Characteristics normally. So if I were to buy STR with the Advantage Ranged (I know, technically not allowed), I'd still get the PD, REC, and STUN from that STR. So to better estimate the cost, I think you should also apply the No Figured Characteristics Limitation,…

A player in my group wanted to create a "forest spirit" style character who could merge with the forest, allowing them to be aware of events happening throughout an entire wooded area. Originally, I figured this on being simply desolid + Link Clairsentience (though I'm not certain its the best option). However, it got me thinking. Characters who "merge" with things are fairly common in both fantasy and super literature. How do you deal with someone who wants to merge with something bigger or smaller than they are? For instance, if electron man can merge with any electrical device and do ... stuff to it while he is inside, does he need to purchase linked shrin…
